Executive Summary: The purpose of this report is to facilitate the retention of architectural design consulting services as needed to support the implementation of projects included in the City Capital Improvement Program (CIP).
BACKGROUND: On-call consultant service agreements are used in instances where City staff does not have necessary expertise and/or to supplement City staff during periods of peak work demand. The work performed under these agreements will support approved CIP projects by providing architectural design and development of plans and specifications for current and future work required for City facilities, parks and other capital projects, on an as-needed basis.
DISCUSSION/ANALYSIS: In September 2022, the City solicited proposals for On-Call Architectural Design Consulting Services. The selected consultants will work under a five- year Master Service Agreement. Staff recommends retention of the five selected consultant firms in order to account for variations in consultant availability to perform in a timely manner and/or to align unique work tasks with the expertise of the firm.
Fifteen proposals were received from the following firms, listed alphabetically: AC Martin, Inc., Advance Design Consultants, Aetypic, Inc., Bureau Veritas North America, Inc., Crosby Group, FOG Studio, Joseph Chow & Associates, Inc., Innoarc, Interactive Resources, Inc., LCA Architects, Shultz and Associates, Inc., SVA Architects, The Kohan Group, Inc., The KPA Group, and Tozcano.
An evaluation panel, comprised of City staff, evaluated all the proposals based on the completeness of the proposal, understanding of project scope, overall experience to perform the required services, previous and current work with public entities, evaluation of assigned personnel and their experience, billing rates, and evaluation of their overall approach.
Based on the results of the evaluation process, staff recommends approval of five separate master agreements for on-call architectural design consulting services with 1) Interactive Resources, Inc., 2) Joseph Chow & Associates, Inc., and 3) FOG Studio, 4) Aetypic, Inc., and 5) Shultz and Associates, Inc. for the not-to-exceed amount of $1,250,000 per agreement, over a period of five years.
Council Staff Report (ID # 4774) Meeting of January 10, 2023 Updated: 1/4/2023 4:55 PM by Alberto Quintanilla Page 2 FISCAL IMPACT: All task orders and work performed by the consultants under the on-call Master Service Agreement will be restricted to the funds appropriated and available for the specific approved project for which the work is required.
ENVIRONMENTAL REVIEW: Environmental review is not required because award of these on-call agreements is not a project within the meaning of California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15061 (b)(3) and 15378(b) , as it can be seen with certainty that there is no possibility that award of an on-call contract will have a significant effect on the environment, and the award of a contract is an administrative or fiscal activity of the City, which has no possibility directly or indirectly to cause a significant adverse effect on the physical environment. Each of the foregoing provides a separate and independent basis for exemption. Appropriate environmental review will be conducted as part of the project environmental clearance process.
ATTACHMENTS: None.
RECOMMENDATION: Make findings of CEQA exemptions, and approve and authorize the City Manager or designee to execute a Master Service Agreement with the following consultants:
1. Interactive Resources, Inc. for on-call architectural design consulting services for a total not-to-exceed compensation of $1,250,000 for five years.
