1. Opening
Call to Order: Mayor Mei called the meeti ng to order at 5:34 p.m.
Flag Salute: Board Member Coco led the salute to the flag.
Roll Call: City Council: Present: Mayor Mei, Vice Mayor Keng, Councilmembers: Campbell, Shao, and Salwan
Absent: Councilmember Kassan and Councilmember Cox
FUSD Board: Present: President Prasad, Vice President Zhang Clerk Sweeney, Board Members: Jones, and Coco
Absent: Student Board Member Zhang
2. Approval of Minutes for the October 3, 2022 Joint Meeting.
On a motion by Councilmember Shao, seconded by Councilmember Campbell, the City Council and FUSD Board approved the minutes for the meeting of October 3, 2022.

Councilmembers: Campbell, Shao, and Salwan Cox

3. Oral Communications
Communications & email submitted to the City Clerk were compiled, distributed to the City Council and staff, and published in the City's Agenda Center on fremont.gov, and were placed on file.
The following person(s) commented: Rinu Nair and Rishi Nair
4. FUSD's Framework of Focus
District/CJ Cammack, District Superintendent and gave a presentation. Superintendent Cammack responded to questions from Councilmembers and Board Members. Mayor Mei opened public comment. There being no speakers, Mayor Mei closed the public comment period. Councilmembers and Board Members provided comment.
5. City Staff presentation on the Housing Element adopted by City Council on January 10, 2023
City/Wayland Li, Principal Planner and Joel Pullen, City Planner gave a presentation. This was followed by a question and answer period. Mayor Mei opened public comment. There being no speakers, Mayor Mei closed the public comment period. An additional question and answer period following. Councilmembers and Board Members provided comment.
6. Staff, School Board, and City Council Communications – None.
