Executive Summary: The purpose of this report is to facilitate amendments to the City’s Flood Damage Prevention Ordinance in accordance with FEMA requirements, and to ensure the City can continue to meet National Flood Insurance Program requirements and participate in FEMA’s Community Rating System program. The proposed amendments also clarify various provisions of the Ordinance.
The ordinance was introduced by the City Council at its March 7, 2023 meeting. The ordinance is now before the Council for adoption.

RECOMMENDATION: Waive second reading and adopt ordinance amending Title 18 (Planning And Zoning) Chapter 18.200 (Flood Damage Prevention) of the Fremont Municipal Code to amend definitions, procedures, and standards related to both development and use of property within the city, and a zoning map amendment to rezone certain property within the city to provide conformity with the General Plan Land Use Map.
