1.01-A: Neighborhood
Home Improvement
Program.
Using Community Development Block
Grant (CDBG) funds, provide loans and
grants to eligible rental property owners
and homeowners to: rehabilitate their
housing units through the Housing
Rehabilitation Loan Program; address the
immediate needs of small repairs of
eligible homeowners through the
Emergency Minor Home Repair Program;
and increase energy efficiency in low and
moderate income households through the
Energy Efficiency Program. Also continue
to work with Alameda County to abate lead
paint hazards that might result from
rehabilitation efforts; and the Apartment
Preservation Program to identify and
repair substandard apartment units and to
encourage their long-term maintenance.
Assist 30 households annually
Ongoing The City continues to use CDBG funds to support this program; in 2022 the City issued 13 minor home repair grants.
1.01-B: Training for
Apartment Owners and
Property Managers.
In collaboration with interested
stakeholders, provide training to multi-
family property rental property owners and
managers regarding project maintenance.
Train 80-90 mana
gers annually
Ongoing The City’s Housing Division, in collaboration with Fremont Landlord Tenant Services, Fremont Fair Housing and the City's Code Enforcement Division, hosted a virtual training to property managers and property owners regarding new landlord and tenant laws, fair housing law, code enforcement regulations, and the Rent Review Ordinance update. A total of 115 attendees participated in the training.
1.02-A: Citywide Capital
Improvements.
Through the City’s Capital Improvement
Program (CIP), identify and schedule
periodic maintenance and improvement of
residential facilities such as streets,
sidewalks, etc.
Ongoing (CIP developed bi-
annually)
The City continues to update its CIP budget every two years. On June 15, 2021, the City Council adopted the FY 2021/22-2025/26 CIP, which instituted a a $199 million investment plan for the City’s transportation, parks, and civic facilities over the next five years. The new CIP builds upon past capital investments that enabled new facilities such as the Age Well Center in South Fremont, the Downtown Event Center, Dusterberry Neighborhood Park, and the West Access Bridge and Plaza at the Warm Springs/South Fremont BART Station.
While the current CIP represents a 17% reduction from the adopted 2019 CIP, due in part to the influence of the COVID-19 pandemic, the budget continues to allow for substantial investments that maintain streets, sidewalks, playgrounds, and buildings; improve traffic safety and traffic signals; develop new parks; and implement many new or improved trails throughout Fremont.

1.04-A: Promote Home
Ownership.
Increase homeownership rate by
promoting federal, state, and local
homebuyer assistance programs and
leveraging the efforts of real estate
professionals to promote home ownership
in Fremont.
Ongoing In 2022, the City promoted First Time Homebuyer (FTHB) resource information to people signed up on the City's FTHB Interest List, including below market homes available for purchase, and the County Down Payment Assistance Program. The City continues to maintain a webpage with links to resources for first time homebuyers and continues to promote these resources at city workshops. The City also facilitated the resale of several below market homes.
1.05-A: Monitor "At Risk"
Affordable Housing Units.
Continue to monitor affordable housing
developments that could be at risk for
converting to market rate. The City will
utilize its financial resources (HOME and
CDBG, State and Federal funding
sources, etc.) if necessary to aggressively
prevent the conversion of affordable
housing units to market rate.
Preserve 131 units over planning period.
Review list of potentially at-risk housing
projects, and incorporate preservation
strategies as needed to retain units.

1.05-C: Apartment
Acquisition / Rehabilitation.
Rehabilitate 50-100 units over planning
period; Target apartment
acquisition/rehabilitation in NOFA; Pursue
partnerships with affordable developers.
Target Acquisition and
Rehabilitation in the NOFA
every 2-3 years depending
on availability of sufficient
funds.
The City solicited proposals for projects involving rehabilitation within its Notice of Funding Availability (NOFA) in 2017, 2019, and 2021. The City did not participate in any rehabilitation projects that involved the conversion of market-rate apartments into affordable units during the planning period. However, the City did facilitate the conversion of a hotel into affordable housing during the planning period. The Bell Street Gardens project was partially funded through the City’s NOFA in 2017 and received additional funding from the City in 2022 to convert an existing motel into affordable housing. In 2022, the City also pursued Homekey funding for a rehabilitation and hotel conversion project at the Motel 6 in the Warm Springs Innovation District.
The City was unsuccessful in securing Homekey funding but may pursue this opportunity again if additional HomeKey funding becomes available.
1.05-D: Mobile Home
Preservation and Rent
Stabilization. Preserve
existing mobile homes and
continue to enforce the
City’s Mobile Home Space
Rent Stabilization
Ordinance.
Preserve 753 mobile homes; Continue to
enforce Mobile Home Preservation and
Rent Stabilization Ordinance.
Ongoing during Housing
Element timeframe 2015 –
2023.
There was no loss of mobile home units in 2022. There were also no losses of mobile home spaces during the planning period. Existing mobile home parks are still operating at current capacity.
1.05-E: Continue to
Implement Condominium
Conversion Ordinance.
The City’s Condominium Conversion
Ordinance generally limits and provides
conditions for conversion of no more than
100 rental units to condominiums in any
calendar year. It is intended to ensure the
adequate supply of rental units within the
communit
y.
Ongoing during Housing
Element timeframe 2015 -
2023.
The City continues to implement the Condominium Conversion Ordinance to maintain the community's supply of rental units. At the beginning of each year, the Planning Division prepares a memorandum on the status of residential condominium conversions applications and approved allocations. The condominium conversion memorandum for 2023 is included as an attachment to the Housing Element Annual Progress Report. In 2022, the City of Fremont received no applications for condominium conversions.
1.05-F: Monitor and
Address Housing
Displacement as a Result of
New Development Activity.
Examine additional available
strategies/potential tools to address
housing displacement; Continue
monitoring and formulate overall
process/strategy.
By 2016 The City's Housing Division continues to monitor affordable housing units at-risk of conversion and to work with property owners to retain units and proposed new development for potential displacement issues.
In 2021, the City commissioned a residential displacement study to better understand the displacement pressures on Fremont residents. In 2022, City staff utilized the displacement study as a basis for developing appropriate policy responses in the 2023- 2031 Housing Element related to displacement.
1.05-G: Work with
Legislators and HCD to

2.01-A: Apply Residential
Design Guidelines and
Standards to Encourage
Highest Level of Design
Quality.
Apply residential Design Guidelines to
encourage the highest level of design
quality, while at the same time providing
the flexibility necessary to encourage
creativity in design. The Guidelines will
also reduce delays and uncertainty for
developers by providing clear direction on
those standards that are required and
those that are suggested for new
residential construction and additions.
Ongoing The City continues to utilize the Multifamily Residential Design Guidelines and Citywide Design Guidelines during review of development applications to ensure that new residential development is of a high quality and consistent with the scale and character of the community.During the current Housing Element Planning Period, the City updated the Citywide Design Guidelines and Multifamily Design Guidelines to develop more objective design standards. The City has also adopted the Irvington BART Station Area Plan and Design Guidelines, which contain objective standards for urban infill development around the planned Irvington BART station. In 2020, the City was awarded SB2 and LEAP Grant funding from the California Department of Housing and Community Development (HCD) to update the City’s design guidelines to further clarify objective standards in accordance with state law, while also encouraging high quality design. In 2022, City staff worked towards development of updated objective standards.
2.01-B: Design Review
Process.
Continue to implement Design Review
process to ensure that new residential
development is of a high quality and
consistent with the scale and character of
the community, while also assuring that
developers receive guidance from the City
early in the development process so that
affordable and multifamily housing projects
are not delayed.
Ongoing The design review process has been continuously improved throughout the planning period, beginning with the implementation of a team-based review process in 2015 that simplified the permitting process. In 2017, the City implemented the new Accela Citizen Access permit tracking system, which facilitated coordination between reviewers and reduced administrative permit processing tasks. In 2020, in response to the COVID-19 pandemic, the City implemented online permit submissions and electronic plan review software, which allow staff to process permits digitally. The move to online permitting has enabled the City to maintain service throughout the pandemic and substantially reduced the amount of paper waste generated in the plan review process.
In 2022, the City continued to refine its design review process, with a particular emphasis on processing ADUs and affordable housing projects more quickly and efficiently.
2.01-C: Continue to
Implement Universal Design
Ordinance to Facilitate
Residential Units that are
Visitable, Usable, and Safe
for Seniors and Persons
with Disabilities.
Continue to implement Universal Design
Ordinance.
Ongoing In 2011, the City adopted a Universal Design Ordinance that allows greater adaptability and accessibility in housing. To implement the ordinance, the City established a workflow process whereby applicants are notified of Universal Design Ordinance requirements during the entitlement review process, and the Building Division verifies compliance during building permit plan review and inspection.During the current Housing Element Planning Period, the City created a webpage with information about the Universal Design Ordinance, including a Universal Design brochure that provides a summary of the benefits of universal design as well as accessibility options that can be incorporated into new development. The City requires that all new residential developments provide alternative floor plans incorporating universal design features that will be available to home buyers. In 2021, the City released a Notice of Funding Availability (NOFA) for up to $45 million in funding for affordable housing proposals which established “incorporation of Universal Design principles” as an evaluation/selection criterion for proposalsIn 2022, the City continued to maintain the Universal Design webpage and work with developers to meet the requirements of the Universal Design Ordinance.

2.02-A: Explore Alternatives
to Minimize Need for Wider
Streets.
Continue to work with utility providers and
developers to design streets only as wide
as required to provide necessary functions
in new develo
pment.
Ongoing during
development review
process
The City continues to review opportunities for reducing the width of streets on a project -
by-project basis, in coordination with the Fire Department and Public Works Department.
2.02-B: Mixed-Use Zoning. Update Zoning Ordinance to create Mixed- Use District
2015 During the planning period, the City:
-Established the MX (Mixed-Use) zoning district and rezoned properties designated for mixed use in the General Plan to MX.
-Updated development standards in the Zoning Ordinance to ensure well designed and functional mixed-use developments in the City. The new ordinance clarified specific requirements and guidelines for mixed-use developments and provided consistency with General Plan directives and policies for commercial uses. It encourages multi- story residential and mixed-use development in Fremont’s designated pedestrian- oriented Town Centers.
-Updated development standards for mixed-use developments to allow for flexibility in the depth of commercial spaces when additional floor area is needed to construct functional or structural elements of a building. This flexibility was intended to facilitate the development of mixed-use projects.
In 2022, the City entitled various mixed-use developments, including the Sakoon Homes project (eitght residential units and one commercial building), the Mission Paradise Project (13 residential units and 3,050 square feet of commercial), the Triple E Plaza Project (eight residential units and 5,300 square feet of commercial), and the Capitol 101 Project (90 residential units and 14,150 square feet of commercial).
2.03-A: Implement Green
Building Standards and
Water Efficient Landscape
Ordinance.
Implement Green Building Standards and
Water Efficient Landscape Ordinance.
Ongoing The City continues to enforce the requirements of WELO and report relevant data, as required by state law. The City also continues to enforce adopted green building requirements, and mandatory requirements related to energy, water, and materials usage within the built environment. In 2022, the City adopted the 2022 Building Codes, effective January 1, 2023. The 2022 Building Codes have enhanced standards for energy efficiency.
2.03-B: Energy Efficiency
Measures.
Assist 150 - 200 households annually to
facilitate energy efficient measures, such
as solar photovoltaic systems, in existing
residential homes to reduce energy costs.
Ongoing During the planning period, the City has continued collaborations with the California Youth Energy Services (CYES) “Green House Calls” program; the Bay Area Regional Energy Network (BayREN) energy efficiency education programs for single- and multi- family property owners; and the Bay Area SunShares Program group solar purchasing effort.
3.01-A: Continue to Allocate
Percentage of General
Fund Revenue from
“Boomerang Funds” to
Affordable Housing.
Meet Regional Housing Need Assessment
obligation in lower income categories.
Ongoing / Annually The City allocated boomerang funds to affordable housing and shelter opportunities throughout the planning period. Between 2015-2019, the City allocated boomerang funds towards its Affordable Housing Trust Fund, which was subsequently distributed to affordable housing developers through the City’s NOFA process. From 2020 onwards, the City has allocated boomerang funds to support the operation of its Housing Navigation Center (HNC). The HNC provides interim shelter and supportive services to unhoused residents.
Table D ‐ Page 5 of 16
Name of Program Ob jective Timeframe in H.E Status of Pro gram Implementation
3.01-B: Update Affordable
Housing Ordinance.
Complete Nexus Study By 2015 The City completed two major updates of its Affordable Housing Ordinance during the planning period, in 2015 and 2021. The 2021 ordinance update simplified the options available to developers and sought to encourage production of inclusionary units to further fair housing goals.
In 2022, The City Council adopted an additional amendment to the Affordable Housing Ordinance to codify the City’s longstanding practice to require that affordable housing units required as part of an Affordable Housing Agreement with the City (including, but not limited to, the City’s Affordable Housing Ordinance, a Development Agreement, or Density Bonus Agreement) provide a local priority preference. Under this policy, people who live or work in Fremont are given preference when applying for new affordable housing rental units in Fremont. Including this preference policy in the Affordable Housing Ordinance strengthened the requirement and ensured that this longstanding practice is transparent to all stakeholders. The purpose of the local live/work preference policy for affordable housing units is to remedy or mitigate the displacement and gentrification impacts that may result from development activities and increasing job opportunities in the City.
3.01-C: Develop Housing
Affordable to Extremely Low
Income Households
Commensurate with Need.
Provide new units affordable to Extremely
Low-Income Households commensurate
with need. Target housing for extremely
low-income in NOFA.
NOFA every 2-3 years,
depending on availability of
sufficient funds.
During the current Housing Element Planning Period, the City has provided funding and/or facilitated the development of several affordable housing projects serving ELI households, including:
-Stevenson Terrace, an 80-unit affordable project.
-Pauline Weaver Senior Apartments, a 90-unit affordable senior housing project. -City Center Apartments, a 60-unit supportive housing project. -Bell Street Gardens, a 128-unit affordable housing project. -Doug Ford Senior Apartments, a 90-unit affordable housing project serving seniors. -Allied Housing Fremont Family Apartments, a 54-unit affordable housing project serving low income households.
-Granite Ridge Apartments, a 73-unit affordable housing project, with 20-percent of units set-aside for families with incomes at 20% AMI or below. -Osgood Apartments, a 112-unit affordable housing project for families with 30% - 80% AMI.
-Osgood South Apartments, a 100-unit affordable housing project that will be affordable to families with incomes at 30%- 80% AMI.
-3900 Thornton, a 128-unit permanent supportive housing development with a range of affordability levels from 20% - 60% AMI.
-Affordable Housing on Osgood Apartments, a proposed affordable development. The applicant's NOFA application proposes a project between 191-271 units targeting families at 20%-60% AMI.

3.01-D: Maximize Existing
Funding Resources.
Ensure that the City is utilizing the full
amount of CDBG and HOME Investment
Partnerships (HOME) program funds
available as part of the Urban County and
HOME Consortium Program. Continue to
provide support and information to
developers in seeking additional funding
resources such as Low Income Housing
Tax Credits, Mortgage Revenue Bonds,
Affordable Housing Program funds, etc.
Ongoing The City has utilized its full allocation for Community Development Block Grant (CDBG) and HOME grants each year during the planning period. The City has also applied for new one-time and repetitive sources of funding during the planning period.
In 2015, the City received a Local Housing Trust Fund (LHTF) Grant from the State to support the Stevenson Terrace affordable housing project. In 2020, the City again applied for and received an allocation of a LHTF Grant from the State. The City will use the funding to support the 3900 Thornton affordable housing project. In 2020, the City applied for and received the Permanent Local Housing Allocation (PLHA) which provides an ongoing source of funding for affordable housing and shelter services. The City has used PLHA dollars to fund the Housing Navigation Center. In 2022, the City received a third allocation of a LHTF Grant. The City will use this funding to support the development of the Affordable Housing on Osgood project. The City also utilized Federal HOME funds to support the development of the Bell Street Gardens affordable housing project.
3.01-E: Deferral of Impact
Fees.
Continue to offer deferred payment of
impact fees as an option for affordable
housing projects.
Ongoing The City continues to offer a fee deferral program for development impact fees for affordable housing projects. Applicants for affordable housing projects can defer all City impact fees for 18 months or until final inspection, whichever comes first. In 2022, the City approved impact fee deferrals for the Allied Housing Fremont Family Apartments affordable housing project and the Osgood Apartments affordable housing project.
3.01-F: Assist Affordable
Developers to Acquire Land
for Affordable Housing.
The City will continue to work with
affordable housing developers to identify
suitable sites for affordable housing and,
as feasible, either acquire or assist
developers with acquiring land for future
development of affordable housing.

In 2022, the City endorsed Alameda County's Home Together 2026 Community Plan, a framework which serves as blueprint for how Cities and the County can move forward in partnership to tackle Alameda County's growing homelessness problem. It positions the County as the lead, and the final decision maker on County funding—but it gives City programs the direction they need to be competitive for this funding.
4.02-D: Continue
Participation in and Support
for Everyone Home Plan
and Alameda County
Impact Supportive Housing
