Executive Summary: On February 28, 2023 a City Council Retreat was held at the Downtown Event Center in Fremont. The retreat provided an opportunity for Councilmembers to set priorities for the coming fiscal year, review trends in local government, and discuss norms and protocols for working together as a body. A report has been produced summarizing the topics covered and outcomes of the 2023 City Council Retreat.
DISCUSSION/ANALYSIS: In preparation for the retreat, Councilmembers and staff discussed a wide variety of priorities with the facilitators during pre-retreat interviews that will continue to be addressed by staff. The retreat participants also reviewed the 2022 Year End City Council Priority Progress Report which summarizes both completed and ongoing activities in support of the 2022 Council Priorities. Of all the priorities discussed at the retreat, the City Council selected its three top for staff to focus on through a dot voting exercise. The top priorities identified were 1) continue to address homelessness, 2) enhance public safety, and 3) increase the vitality of commercial corridors. Additionally, Council reaffirmed a foundational principal they established at the 2022 City Council Retreat of ensuring the financial heath and sustainability of the City of Fremont. The Council’s priorities will be incorporated into the upcoming budget process and staff work plan.
Additionally, the Council reviewed and discussed the norms and protocols for working together as a body, which are articulated in the Council Handbook. Norms are the overarching guiding principles for the Council’s work together, while protocols pertain to procedures concerning specific issues. The Council reaffirmed its existing norms and agreed to follow adopted protocols, making minor clarifications to two of them – one concerning reports on committee assignments and another regarding notice of events with foreign dignitaries. Upon approval of the City Council Retreat Report, the Council Handbook will be updated to reflect these updates.
