Executive Summary: This report recommends that the City Council approve the plans and specifications, accept the bid, and award a contract to Redwood Engineering & Equipment, Inc dba Redwood Engineering Construction for the base bid amount of $1,182,178 plus a 10% construction contingency of $118,200 for unforeseen work during construction, for a total construction amount of $1,300,378, for the Northgate Community Park & Marshall Neighborhood Park Play Area Renovations, and find that the project is exempt from review under the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301 (Existing Facilities).
BACKGROUND: There are two locations associated with the Northgate Community Park and Marshall Neighborhood Park Play Area Renovation Projects within the City of Fremont.
Both playgrounds have equipment that is over twenty years old and needs an upgrade to achieve ADA compliance, increase play value for residents, and be more age inclusive. The synthetic safety surfacing is nearing the end of its life span for impact attenuation.
Replacement of surfacing at the time of equipment upgrade is financially prudent.
Site improvements include the demolition and removal of the existing play equipment, concrete footings, and safety surfacing followed by the installation of new play equipment and safety surfacing with aggregate base at the two park locations, Northgate Community Park and Marshall Neighborhood Park. Additionally, there will be a refurbishing of picnic area site furnishings, including picnic tables and barbecues at Marshall Neighborhood Park.
DISCUSSION/ANALYSIS: The Northgate Community Park and Marshall Neighborhood Park Play Area Renovations Project was advertised for bid on February 28, 2023. On March 21, 2023, the City received six bids for construction. The lowest responsible and responsive bid was submitted by Redwood Engineering & Equipment, Inc. dba Redwood Engineering Construction for the bid amount of $1,182,178.
