Executive Summary: The Alameda County Social Services Agency (ACSSA) has contracted with the City of Fremont since 2002 to provide Family Caregiver Support services, including individual assessment and counseling, educational workshops and caregiver support groups. Staff recommends the City Council authorize the City Manager to execute a FY 2022/23 agreement amendment not to exceed $137,428 and appropriate an additional $42,860 in Fund 173 to cover the amount of the agreement amendment.

BACKGROUND: Alameda County’s Social Services Agency (ACSSA), Adult and Aging Services Department has awarded the City’s Human Services Department annual funding through the National Family Caregiver Support Program since the program funding became available in 2002. The purpose of the National Family Caregiver Support Program is to fund programs that provide support to family caregivers of older adults.

DISCUSSION/ANALYSIS: The City of Fremont Caregiver Program provides a professional assessment of caregiver needs, individual counseling for caregivers, support groups, and educational workshops, all of which are designed to specifically support family caregivers and reduce caregiver stress. The program provides individual assessment and counseling to 90 caregivers and care receivers each year. Caregiver workshops, which are open to the community, occur several times a year. Dedicated caregiver support groups are offered on a weekly basis at different times and locations, including on-line.

FISCAL IMPACT: As part of the FY 2022/23 Adopted Budget, the City Council appropriated $104,514 for the Family Caregiver Support program. The Alameda County Social Services Agency (ACSSA) has now authorized a contract amendment for additional funding that will raise the contract total to $137,428. Staff is requesting the City Council appropriate an additional $32,914 to the Area Agency on Aging AFS Fund (Fund 173) to cover the revised contract amount.

ACSSA’s funding is used to support staffing and other program expenses. The additional appropriation will offset costs associated with the Family Caregiver program, such as the cost of the Family Caregiver Counselor.

ENVIRONMENTAL REVIEW: The action is exempt from CEQA pursuant to, without limitation, CEQA Guidelines Section 15378 (b)(2), (4) and/or (5), and/or CEQA Guidelines Section 15061(b)(3). The action consists of continuing administrative activities, funding Council Staff Report (ID # 4851) Meeting of April 18, 2023 Updated: 4/11/2023 3:44 PM by Alberto Quintanilla Page 2 mechanisms/fiscal activities, and/or organizational/administrative activities of governmental agencies, which have no possibility to cause or result in a significant adverse effect on the physical environment. Each of the foregoing provides a separate and independent basis for CEQA exemption.

ATTACHMENTS: None.

RECOMMENDATION: Authorize the City Manager, or her designee, to execute a FY 2022/23 Amendment with the Alameda County Social Services Agency for the Family Caregiver Support Program for a total contract amount of $137,428, and appropriate an additional $32,914 to fund 173 and making findings of CEQA exemption
