Executive Summary: The purpose of this report is to facilitate the procurement of geotechnical consulting services as needed to support the timely development of projects funded through the City’s Capital Improvement Program (CIP).

BACKGROUND: On-call consultant services agreements are used for services requiring expertise that City staff does not have and/or to supplement City staff during periods of peak work demand. The work performed under this agreement will address Capital Improvement Program (CIP) projects, such as parks and public works projects, to be undertaken in the next five years, many of which will require geotechnical consulting work.

This agreement will allow the City to expediently develop plans, specifications, and budgets without delay to project schedule.

DISCUSSION/ANALYSIS: In January 2023, the City solicited proposals for On-Call Geotechnical Consulting Services. The selected consultants will work under a five -year Master Service Agreement.

Eight proposals were received from geotechnical consulting firms, listed alphabetically: Cal Engineering and Geology; Earth Systems Pacific; Fugro USA Land, Inc.; Geocon Consultants, Inc.; Kleinfelder, Inc.; Ninyo & Moore Geotechnical and Environmental Sciences Consultants (Ninyo & Moore); Romig Engineers, Inc.; and TRC Engineers, Inc.

An evaluation panel comprised of City staff evaluated all of the proposals based on the completeness of the proposal, project scope and understanding, overall and local experience to perform the required services, evaluation of assigned personnel and their experience, billing rates, and the Consultant’s overall approach.

Based on the results of the evaluation process, staff recommends authorizing the approval of master agreements with Ninyo & Moore and Romig Engineers, Inc. for professional geotechnical consulting services, in the not-to-exceed amount of $1,250,000 over a period of five years.

FISCAL IMPACT: All task order work issued, and work performed by consultants under the on-call Master Service Agreement, will be restricted to the funds appropriated and available for the specific project for which the work is required.

Council Staff Report (ID # 4848) Meeting of April 18, 2023 Updated: 4/11/2023 3:43 PM by Alberto Quintanilla Page 2 ENVIRONMENTAL REVIEW: Environmental review is not required because award of this agreement is not a project within the meaning of California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15061 (b)(3) and 15378(b) as it can be seen with certainty that there is no possibility that award of the contract will have a significant effect on the environment and the award is an administrative activity that will not result in an effect on the physical environment. The projects that the consultant will provide services for will be subject to appropriate environmental review.

ATTACHMENTS: None.

RECOMMENDATION: Authorize the City Manager or designee to execute a Master Service Agreement with the following consultants:

1. Ninyo & Moore for on-call geotechnical consulting services for a total not-to-exceed compensation of $1,250,000 for five years.

2. Romig Engineers, Inc. for on-call geotechnical consulting services for a total not-to- exceed compensation of $1,250,000 for five years.
