Executive Summary: Police Department staff are provided resources to manage their well- being because it influences their interactions with the public and, relatedly, can affect aspects of job performance. The Police Department is committed to supporting employee wellness and all efforts to reduce occupational stress injury. We believe investing in employee mental and physical wellness is associated with job satisfaction, job performance, and community service. We also believe improved wellness leads to the best possible outcomes for many, including the employee, their families, and our community.
The Police Department gym facility was assembled as part of the original building project in 1996. The gym was refreshed in the late 2000s with several new pieces of equipment but currently needs a complete overhaul because of heavy use. The replacement and update of the gym equipment will ensure that the Police Department’s exercise facility is able to support our wellness objectives through the next decade.
BACKGROUND: The Fremont Police Department has a well-established robust wellness program. The Police Department’s wellness efforts include devoting resources to mental health as the Law Enforcement Mental Health and Wellness Act of 2017 (LEMHWA) recommends. In addition to mental and psychological health, good physical health is important for law enforcement officers to maintain our ability to serve our communities effectively.
To afford sworn and professional staff time to stay mentally and physically fit, the department allows one hour of flex time (exercise) to work out on the PD campus. The gym layout consists of traditional free weights, strength machines, and cardio equipment. Most of the equipment is dated as it was purchased in 1996. In addition to updating old equipment in need of replacement and repair, the planned revitalization of the gym will reduce clutter and maximize the efficiency of limited space within the facility’s footprint.
DISCUSSION/ANALYSIS: As discussed, our employee wellness efforts include both mental and physical wellness. Optimal physical fitness is engrained into the fabric of the department. The equipment in the exercise facility gets used 24 hours a day, 365 days a year.
The heavy ongoing use of the gym has garnered a high level of physical fitness throughout the department, which has directly resulted in lower on-duty injuries. However, many Council Staff Report (ID # 4869) Meeting of April 18, 2023 Updated: 4/11/2023 3:59 PM by Alberto Quintanilla Page 2 machines are at the end of their service life because of their use and other equipment need s repair or replacement. The department solicited feedback and input from our staff to ensure we were responsive to their physical wellness needs. A committee was formed and compiled a survey sent to the entire department. The survey garnered over 90 responses and laid a foundation for formulating a plan to upgrade the facility.
Precor responded to a Sourcewell, a Cooperative Purchase Program, request for proposal (RFP) for fitness products and was awarded contract #081120-PCR. Precor has identified Pacific Fitness Products, LLC as the authorized Central California distributor for Precor, now a subsidiary of Peloton Interactive, fitness products. Therefore, Staff recommends that the City purchase the equipment through the cooperative agreement and bidding in not required.
FISCAL IMPACT: Equipment purchases will be made from the already appropriated and adopted FY 2022/23 Police Department General Fund budget.
ENVIRONMENTAL REVIEW: The purchase of gym equipment for an existing facility is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
ATTACHMENTS: None.
RECOMMENDATION: Authorize the City Manager, or designee, to issue a Purchase Order with Pacific Fitness Products LLC. to remodel, revitalize and purchase new equipment for the Police Department’s workout facility utilizing funds in the Police Department’s adopted FY 2022/23 general fund budget in an amount not to exceed $140,000.
