Executive Summary: The Fremont Police Department receives funding via the Citizens Option for Public Safety (COPS) grant each year and previously reported to the City Council that a portion of the funding would be utilized for Police Department capital equipment in FY 2022/23.

The purchase of ballistic shields are replacements for shields that have reached their end of life. Shields are currently stored in Police patrol and specialty vehicles, to be used for officer and community safety when needed.

BACKGROUND: The Fremont Police Department regularly uses ballistic shields in patrol and specialty vehicles for officer and community safety. The current shields have reached their end of life manufacture warranty for ballistics and need replacing, so bid #23 -018 was created for the quantity of 55 ballistic shields with four responsive bidders.

DISCUSSION/ANALYSIS: Based on pricing, Dana Safety Supply, Inc. was selected as the lowest bidder for the 55 shields.

FISCAL IMPACT: The estimated cost of 55 ballistic shields based on bid #23-018 is $130,250 and will be paid from the FY 2022/23 COPS Grant, which was previously appropriated by the City Council in the COPS Grant Fund (Fund 151).

ENVIRONMENTAL REVIEW: The purchase of ballistic shields is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.

ATTACHMENTS: None.

RECOMMENDATION: Authorize the City Manager, or designee, to issue a Purchase Order with Dana Safety Supply, Inc. in an amount not to exceed $130,250 for ballistic shield replacements.
