Executive Summary: The purpose of this staff report is to recommend the City Council authorize the City Manager to execute a FY 2022/23 amendment with Mission Peak Lodge (C & L, LLC), in an amount of $20,000, for a new total Agreement amount of $119,000, for winter relief motel services.

BACKGROUND:

Warming Center and Winter Program Models: The City first opened the Warming Center in the winter of 2013 at the request of the Alameda County Board of Supervisors, after the death of two homeless individuals from hypothermia. Under the Warming Center model, the City provided shelter, (in a congregant setting) only during inclement weather.

In FY 2018/19, the City transitioned to a full-service Winter Shelter model that was open seven nights a week for four months. In FY 2021/22 Winter season, the Winter Shelter program shelter transitioned into a Winter Relief program through the temporary use of motel rooms, as a non-congregant shelter arrangement, which helped to prevent exposure and spread of COVID-19 to a highly vulnerable population.

The Warming Center, Winter Shelter, and now, Winter Relief programs have been funded through Alameda County, Federal COVID programs, foundation/corporate grants and private donations. Throughout the years, the programs have also relied on partnerships with local health and support service providers. They have also received tremendous support from Fremont residents, with over 130 community volunteers donating meals and supplies, and in the early years, serving dinners to participants on a nightly basis.

DISCUSSION/ANALYSIS: This winter, the program has operated every night since December 1, 2022. Currently, one of the two motels hosting the Winter Relief programs is Mission Peak Lodge, or C & L, LLC (C & L). The City’s current agreement with C & L has a not-to-exceed amount of $99,000. Projected costs associated with serving the families at Mission Peak Lodge exceed the contracted agreement amount by approximately $20,000.

Staff recommends an amendment with C & L, increasing funding by $20,000, for a new total of $119,000 to meet the projected needs of the families who will be sheltered through April 30, 2023.

Council Staff Report (ID # 4885) Meeting of May 2, 2023 Updated: 4/27/2023 9:56 AM by Alberto Quintanilla Page 2 FISCAL IMPACT: Staff estimates the existing program funding sources, including a $230,500 contract with Alameda County, will cover 100% of the proposed $20,000 increase.

ENVIRONMENTAL REVIEW: The acceptance of a grant from the County of Alameda to operate a temporary seasonal shelter is exempt from review under the California Environmental Quality Act (CEQA), pursuant to, without limitation, CEQA Guidelines section 15183 (projects consistent with the general plan or zoning) and/or 15061(b)(3), which is the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. It can be seen with certainty that the operation of the temporary seasonal shelter will not cause a significant effect on the environment. Each of the foregoing provides a separate and independent basis for CEQA exemption.

ATTACHMENTS: None.

RECOMMENDATION: Authorize the City Manager or her designee to amend an agreement with Mission Peak Lodge (C & L, LLC) in an amount not to exceed $20,000, for a new total not to exceed $119,000, to provide motel winter relief services as described in this report.
