Executive Summary: The City of Fremont Human Services Department’s Aging and Family Services Division provides a Program Coordinator and related support staff and services to seniors and disabled residents residing at four Eden Housing affordable housing facilities located in Fremont: Cottonwood Senior Housing, Redwood Lodge Apartments, Sequoia Manor, and Pauline Weaver Senior Apartments.

Staff recommends the City Council Authorize the City Manager to extend the term of City’s current service agreement with Eden Housing Resident Services, Inc. (Eden), by two additional one-year terms, in an amount not to exceed $194,174 for the period of January 1, 2023 through December 31, 2023 and $205,826 for the period of January 1, 2024 through December 31, 2024.

BACKGROUND: In April 2012, Eden Housing Resident Services, Inc. (Eden), an affiliate of Eden Housing, Inc., contracted with the City for the Human Services Department’s Aging and Family Services (AFS) division to provide supportive senior coordination services to residents at Cottonwood, its new senior affordable housing complex. The Senior Services Coordinator was initially part-time and became full-time in January 2013 when Eden and the City agreed to expand these services to two additional Fremont housing complexes:

Redwood Lodge (for disabled residents) and Sequoia Manor (for seniors). In January 2019, Eden requested an expansion of services to the newly built Pauline Weaver Senior Apartments located in the Warm Springs Area.

DISCUSSION/ANALYSIS: In order for seniors to successfully remain living independently in senior housing complexes, it is a best practice to have a senior service coordinator located on-site. The Human Services Department’s staff has extensive experience in providing a variety of senior support services and referrals and can leverage existing program operations.

The City provides a 1.0 FTE Program Coordinator, referred to as a Senior Services Coordinator, who has offices at the four complexes. The Coordinator provides information about senior services, including those services provided by AFS. The Coordinator also facilitates community-building activities such as educational workshops, trainings, discussion groups, and volunteer opportunities, which help to establish peer support Council Staff Report (ID # 4871) Meeting of May 2, 2023 Updated: 4/25/2023 8:56 AM by Alberto Quintanilla Page 2 systems; and develops service coordination plans for all residents who elect to participate in on-site services. The Senior Service Coordinator works cooperatively with Eden’s on -site property manager(s). To accommodate the expansion to a fourth site, the City also provides a Senior Services Assistant, hired as Public Services Assistant II (PSA II).

FISCAL IMPACT: Eden anticipates providing two one-year amendments. Eden will provide $194,174 in funding for the current calendar year of January 1, 2023, through December 31, 2023. In anticipation of this amendment, the City Council appropriated sufficient funding for this program as part of the FY 2022/23 Operating Budget.

Eden and staff anticipate a second amendment in the amount not to exceed $205,826 for the calendar year of January 1, 2024, through December 31, 2024. Sufficient funding will be included in the proposed FY 2023/24 operating budget to cover future program costs.

This funding will be used to support a 1.0 FTE Program Coordinator position, a 0.875 FTE temporary PSA II, City overhead expenses and program expenses.
