Executive Summary: Authorize the City Manager or her designee to execute agreements for replacement, safety and surfacing work of: 1) Kennedy playground equipment at Central Park with Ross Recreation Equipment in an amount not to exceed $132,000, and 2) Sabercat playground equipment at Central Park with GameTime in an amount not to exceed $127,000.
BACKGROUND: At Central Park, the Kennedy playground opened in June 2010 and the Sabercat Playground opened in July of 2012. Both playgrounds include age-appropriate playground equipment such as swings, climbing equipment and slides. These playgrounds are popular amenities, especially during the spring and summer months.
As part of the Park Maintenance monthly playground inspections, staff identified safety hazards consisting of stress failure and deterioration of playground equipment at these sites. These issues require attention to meet the City’s safety standard for playground equipment use by the community.
DISCUSSION/ANALYSIS: City staff recommends awarding the contract as a sole source, as authorized by Section 3.20.300 of the Fremont Municipal Code, to Ross Recreation Equipment and GameTime as the playground equipment is only made by these firms and the equipment is proprietary to each respective firm. The playground climbing equipment structure at Kennedy was manufactured by Ross Recreation Equipment. The playground tube slide at Sabercat was manufactured by GameTime.
Each firm has provided a quote for the replacement and repair of the playground equipment.
FISCAL IMPACT: All City costs associated with this agreement are included in the budget adopted through the biennial CIP process (PWC8501 Capital Replacement for Parks). (PWC 8501).
ENVIRONMENTAL REVIEW: Approval of replacement, safety and surfacing work of playground equipment is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 as minor changes to existing facilities.
