Executive Summary: The Fremont Police Department has utilized the Community Camera Program since 2015. Some of the cameras and related accessories have reached their end of life. Epic iO Technologies, Inc. is a sole source provider for high-definition color camera hardware and maintenance since their equipment must integrate into proprietary software.

Neology Inc. is a sole source provider of License Plate Reader (LPRs) cameras since their equipment must be compatible with software currently being utilized on newer cameras that were installed in 2019 and 2020.

Staff recommends that the City Council authorize the City Manager to enter into an agreement with Epic iO Technologies, Inc. for a total not-to-exceed amount of $236,409 for camera hardware and accessory purchase, installation, and ongoing maintenance, and to also authorize entering into an agreement with Neology Inc. for a total not-to-exceed amount of $164,000 for the LPR camera equipment.

BACKGROUND: The Fremont Police Department began a Community Camera Program in 2015, co-locating cameras and License Plate Readers (LPRs) in strategically chosen locations. Since that time, the camera project has been successful in helping the department apprehend criminals committing burglaries, robberies, homicides, and various other crimes.

The Community Camera Program works in conjunction with, and enhances, privately-owned systems to assist in identifying and apprehending suspects involved in crimes committed in the City. The installation of LPR and high-definition color cameras has increased the Police Department’s response, effectiveness, and efficiency, helping to preserve and enhance the level of safety in the City. The Fremont Police Department continues to believe the deployment and utilization of community cameras helps to reduce, deter, or mitigate criminal activity within the City from a prevention standpoint as well as an investigative tool. In addition, public awareness of the camera program provides some level of crime deterrence.

DISCUSSION/ANALYSIS: Between 2015 and 2018, the Police Department strategically placed LPR and high-definition color cameras at eleven locations around the City. These Council Staff Report (ID # 4912) Meeting of June 6, 2023 Updated: 5/31/2023 8:45 PM by Susan Gauthier Page 2
locations were chosen based upon an ongoing, thorough analysis of crime locations, trends and to bolster investigative leads. The LPR and color cameras, hardware, components and software for each of the eleven locations are at or beyond end of life. As the sole source provider for the high-definition camera and accessories, EPIC iO Technologies, Inc. will replace and install the high-definition color cameras at the eleven locations and provide five years of monitoring and maintenance. As the sole source provider for the LPR cameras, Neology Inc. will replace eleven of the original LPR cameras.

The new LPR and color cameras, hardware and software will improve the Community Camera Program with upgraded electronical components which are not as susceptible to failure and provide the end user with higher quality images, thus continuing its benefits to the department and community.

FISCAL IMPACT: The estimated cost of replacing the end-of-life high-definition color cameras and associated parts, including installation and maintenance with Epi c iO Technologies, Inc. is $236,409 and will be paid from the adopted FY 2022/23 Police Department budget. The estimated cost of replacing the end-of-life LPR cameras with Neology Inc. is $164,000 and will be paid from the adopted FY 2022/23 Police Department budget.

ENVIRONMENTAL REVIEW: The purchase of community cameras and associated parts is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5) and as it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment per CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.

ATTACHMENTS: None.

RECOMMENDATIONS:

1. Authorize the City Manager, or designee, to execute an agreement and issue a purchase order with Epic iO Technologies, Inc. in an amount not to exceed $236,409 for high-definition color cameras, associated parts, installation and maintenance.

2. Authorize the City Manager, or designee, to execute an agreement and issue a purchase order with Neology, Inc. in an amount not to exceed $164,000 for replacement LRP cameras.
