Executive Summary: The Alameda County Fire Department (ACFD), through the Alameda County Regional Emergency Communications Center (ACRECC), is currently providing emergency fire and medical dispatch services to the City of Fremont. The proposed agreement would extend these services through June 30, 2028.

BACKGROUND: On January 16, 2002, the Regents of the University of California, Lawrence Livermore National Laboratory, the County of Alameda, and the City of Alameda entered into a Consortium Agreement to establish, fund and operate the Alameda County Consolidated Dispatch Center (ACRECC) for its members at the Lawrence Livermore National Laboratory. The Center provides 24-hour fire and emergency medical dispatch services, as well as support communication services, to the members of the Consortium. In August 2003, the City of Fremont (City) joined the Consortium, and, in January 2008, the Alameda County Fire Department assumed responsibility for administration and operation of ACRECC. The current agreement with ACFD was extended through June 30, 2023, and the proposed agreement would extend the services for five years, with an option to extend for five additional years.

DISCUSSION/ANALYSIS: ACRECC has been providing services through a formal service agreement with the City and other agencies in Alameda County. Regional participants include the Alameda County EMS Agency, Falck, Camp Parks Fire Departments, and the cities of Alameda, Fremont, Livermore and Pleasanton. Fire and other emergency dispatch services are provided 24-hours a day in accordance with all applicable laws, National Fire Protection Association Codes and Standards, and Medical Priority Dispatch System Standards. The proposed agreement contains these and other performance standards, as well as reporting and audit requirements.

In January 2008, ACFD assumed responsibility for administration and operation of ACRECC, which has an Advisory Board made up of one representative from each of the member agencies and is responsible for developing and reviewing the ACRECC Strategic Plan, its Annual Plan, and the annual operating budget. The operating budget typically includes personnel costs, supplies and services, facilities, information technology, overhead, radio services, and capital improvement project expenditures. Following the adoption of the annual operating budget by the Advisory Board, the annual cost allocation for ACRECC is Council Staff Report (ID # 4941) Meeting of July 11, 2023 Updated: 7/5/2023 10:37 AM by Susan Gauthier Page 2
established for each of the regional participants based on each member’s emergency call volume.

In March 2023, the ACRECC Advisory Board approved the FY 2023/24 operating budget f or ACRECC in the amount of $12,383,055. The Center’s budget is allocated proportionately among all ACRECC participants based on their share of the total number of dispatch events in the previous fiscal year. Fremont’s proportion of the FY 2023/24 Dispatch Center budget is $925,578, based on the previous year’s call volume of 17,799.

The term of the proposed service agreement will be from July 1, 2023, through June 30, 2028, subject to annual budget appropriations, with an option to extend for an additiona l five-year term. The agreement also contains termination provisions that will allow the City to terminate the agreement upon 12 months advance notice.

FISCAL IMPACT: Funding for this agreement is included in the adopted FY 2023/24 Fire Department operating budget. Funding for subsequent contract years will be considered by the council in the budget for that particular year.

ENVIRONMENTAL REVIEW: The action is not a project as defined by Pub. Res. Code Section 21065, and is exempt from CEQA review per CEQA Guidelines Section 15378, as an organizational, administrative, policy, and fiscal activity that will not result in direct or indirect physical changes in the environment.

ATTACHMENTS: None.
