Executive Summary: The purpose of this report is to support the Safe Routes to School Program and promote active transportation for the City’s students by making available in - school walking and biking education services.

BACKGROUND: The City’s Pedestrian Master Plan (adopted in 2016) and Bicycle Master Plan (adopted in 2018) recommend traffic safety education and encouragement services as an element of the City’s Safe Routes to School program. While the City participates in the Alameda County Safe Routes to School Program, it was determined that additional education services are needed to provide year-round in-school and community education opportunities to interested schools within the Fremont Unified School District. The Alameda County Safe Routes to School Program focuses on key major events during each school year, including International Walk and Roll to School Day, Golden Sneaker Contest, and Bike to School Day. The City’s traffic safety education program is intended to supplement the events managed by the Alameda County Safe Routes to Schools program, and it will provide additional walking and bicycling education and promotional opportunities to Fremont schools throughout the school year.

DISCUSSION/ANALYSIS: On May 22, 2023, City staff solicited proposals for the school- based traffic safety education services. One proposal was received on June 13, 2023, from Safe Moves. The receipt of a single proposal is not uncommon because there are few providers of traffic education services and most providers have limited resources.

An evaluation panel comprised of City staff evaluated the proposal based on project scope and understanding, overall experience to perform the required services, and the project delivery schedule. Based on the results of the evaluation process, staff recommends approval of the service agreement with Safe Moves to provide traffic safety education services for the City of Fremont between 2023 and 2025. Safe Moves has been providing traffic safety education services in Fremont since 2004 and has consistently received positive evaluations from the school and community organizations that have participated.

Safe Moves is a non-profit organization established in 1983 committed to reducing traffic related injuries and fatalities through school and community education and encouragement events.

A service agreement has been prepared with Safe Moves for the project scope of work. Main elements of the scope of work include 64 traffic safety education workshops for children Council Staff Report (ID # 4937) Meeting of July 11, 2023 Updated: 7/5/2023 10:32 AM by Susan Gauthier Page 2
kindergarten through sixth grade, 32 school-based bicycle rodeo events, five After-School Bike Club Mechanics events (in which youth engage in hands-on bicycle maintenance and repair skills), 20 PE-based traffic safety education courses, 800 bicycle helmet giveaways, and six community bike rodeo events. Children and youth who participate will learn the basic traffic rules and how to safely walk or bike to school. Safe Moves will work closely with City staff, schools and community organizations in scheduling and hosting the various events.
