Executive Summary: Since 2019, the Alameda County Probation Department (ACPD) has contracted with the City to provide specialized services for youth in ACPD’s Community Supervision program. These programs serve at-promise (at-risk) youth who are on formal Probation and under Community Supervision and the parents of these youth. The majority of these youth have experienced traumatic events and as a result have symptomatic behaviors that contribute to their social, emotional and educational instability. The parents of these youth have also faced many challenges and need significant support.
Due to the broad scope of services and regions under this contract, the City currently partners with Seneca Family of Agencies (Seneca) to provide Trauma Focused Cognitive Behavioral (TF-CBT) Groups and Parenting Classes in the South County service area (Fremont, Union City, Newark and San Leandro).
The City and ACPD executed a first amendment to the agreement, extending the term through June 30, 2021, and increased the not-to-exceed amount to $278,616.
The City and ACPD executed a second amendment to the agreement, extending the term through June 30, 2023, and carrying over any unused funds from the previous term. These funds were unused due to disruptions in service delivery due to the COVID-19 pandemic.
In 2022, with ACPD’s approval, the City executed a subcontract in the amount of $109,434, with Seneca, which absorbed the Girls, Inc. counseling program, our original partner.
The purpose of this report is to recommend that the City Council:
1. Authorize the City Manager or her designee to execute a Third Amendment with ACPD for the additional amount of $63,084, increasing the total not to exceed amount from $278,616 to $341,700, for the purpose of allowing the City to continue to provide the youth group and parenting programs;
Council Staff Report (ID # 4968) Meeting of September 12, 2023 Updated: 9/6/2023 10:52 AM by Susan Gauthier Page 2
2. Appropriate an additional $10,955 in JJCPA to equal the actual amendment amount of $63,084; and
3. Authorize the City Manager or her designee to execute an Amendment to a sub- contract with Seneca, for the additional amount of $45,564, increasing the not-to- exceed amount to $154,998.
BACKGROUND: ACPD has contracted with the City’s Human Services Department to provide counseling, case management and truancy intervention services under a Delinquency Prevention Network (DPN) contract to Juvenile Justice involved youth and their families for many years. A detailed description of the DPN program is included in an accompanying Council item.
Since 2019, ACPD has contracted with the City for the Human Services Department’s Youth and Family Services (YFS) Division to provide additional specialized services, beyond the scope of the DPN contract, for youth in ACPD’s Community Supervision program, including Trauma Focused Cognitive Behavioral (TF-CBT) Groups and Parenting Classes. These programs serve at-promise (at-risk) youth who are on formal Probation and under Community Supervision and the parents of these youth.
Due to the broad scope of services, the higher-level needs of youth in this specialized program, and regions under this contract, the City currently partners with Seneca in the South County service area, which includes Fremont, Union City, Newark and San Leandro.
DISCUSSION/ANALYSIS: The goal of these services is to help youth successfully complete Probation requirements, gain life skills, reduce symptomatic behaviors, improve social relationships and prevent youth recidivism. The majority of youth under ACPD’s Community Supervision program have experienced traumatic events and as a result have negative symptomatic behaviors that contribute to their social, emotional and educational instability. The parents of these youth have also faced many challenges and need significant support.
FISCAL IMPACT: The Amendment with ACPD will support 0.97 full-time equivalents (FTE) of existing counseling and administrative positions across the two partner agencies, including 0.15 FTE City staff. It also covers all non-personnel program and operating costs associated with running the programs. The City, as the primary contractor, will collect all administrative overhead indirect costs. There will be no impact to the General Fund.
In anticipation of the program, the City Council appropriated $52,129 in the JJCPA Account within the Alameda County Probation Youth Diversion Fund (Fund 133), as part of the FY 2023/24 adopted operating budget. Staff is requesting an additional appropriation of $10,955 to equal the actual amendment amount of $63,084.
ENVIRONMENTAL REVIEW: This action is not a project subject to California Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines section 15378 as it is an administrative governmental activity that will not result in direct or indirect physical change in the environment.
ATTACHMENTS: None.
