Executive Summary: For many years, Alameda County Probation Department (ACPD) has contracted with the City’s Human Services Department to provide delinquency intervention and prevention programs to at-risk youth and their families provided through the Human Services Department’s Youth and Family Services Division (YFS) and the Fremont Family Resource Center Division (FRC). The programs serve at-risk (at-promise) youth to help stabilize the youth and their family and reduce at-risk behavior by providing immediate interventions. From FY 2018/19 through the first 6 months of FY 2023/24, ACPD contracted with the City to provide these services, for a total of $2,431,000, or an average of $442,000 per year.
The purpose of this report is to recommend that the City Council authorize the City Manager or her designee to execute a third Amendment for a six-month extension of this multi-year agreement with ACPD in an amount not to exceed $266,244, and to appropriate an additional $38,830 to Fund 133. This amendment will increase the total multi -year agreement from $2,431,000 to $2,697,244.
BACKGROUND: ACPD’s Delinquency Prevention Network (DPN) consists of various non- profit and City agencies, including the City’s Human Services Department, that provide at- risk youth and youth on probation with early intervention counseling, case management, and truancy intervention services, as well as family support services to parents and caregivers.
The County’s agreement with the City for these services has been consistently renewed over the years. From FY 2018/19 through the first 6 months of FY 2023/24, ACPD contracted with the City for a total of $2,431,000. This included the original agreement for a 3 -year term, a first amendment for an additional 2-year term, and a second amendment for an additional 6-month term through December 31, 2023. Pending completion of a recent Request for Proposal (RFP) process for these DPN services, ACPD has asked the City to enter a third amendment to the Contract, extending the term for an additional six months through June 30, 2024.
DISCUSSION/ANALYSIS: Through the proposed amendment, the Human Services Department’s YFS and FRC divisions will continue to provide services for 245 at -risk and Council Staff Report (ID # 5056) Meeting of January 9, 2024 Updated: 1/4/2024 9:38 AM by Susan Gauthier Page 2
system-involved youth and their families residing in Fremont and Newark to reduce at -risk behavior. The target population is youth who are habitual truants, runaways and/or youth at risk of becoming wards under California Welfare and Institutions Code (WIC) Section 601 and Section 602. This target population includes the following: adjudicated youth on probation; youth who have had contact with the juvenile justice system (police, probation, or the courts); and at-risk youth referred by School Attendance Review Boards (SARBs), local schools, other community agencies, or parents. These youth are often running away, truant and/or are refusing to follow parent’s or teacher’s direction. YFS and FRC will provide the following assessment-driven services under this contract.
Youth and Family Counseling Services: YFS provides individual and family counseling services, as well as crisis intervention services. Diversion counseling services for first -time offenders are coordinated with the Fremont Police Department with the goal of diverting youth from the juvenile justice system. For youth on formal probation, YFS coordinates with ACPD with the goal of helping youth to meet probation requirements and prevent recidivism. Where appropriate, all services are coordinated with Fremont and Newark Unified School Districts, Fremont and Newark police departments, parents, and other community agencies.
Family Support (Case Management) Services: The FRC’s Family Support Coordinators serve as advocates to assist at-risk youth and their families in accessing and utilizing necessary community resources to address family problems that are contributing to the youth’s delinquent behaviors. The Case Manager works in coordination with a Deputy Probation Officer assigned to the minor, and/or a Multi-Disciplinary Team, to develop an Intervention Plan to address the minor’s risk factors and critical issues associated with probation failure and/or challenges. Key components of case management services are outreach, assessment, planning, linkages, monitoring, and advocacy.
FISCAL IMPACT: FY 2023/24 contract funding supports 2.82 full-time equivalent (FTE) clinical counseling and case management positions. The Human Services Department combines contract funding with Medi-Cal reimbursement, Targeted Case Management reimbursement, and fees to operate the programs described above.
The execution of Amendment 3 will bring the total FY 2023/24 ACPD agreement amount to $487,244. In anticipation of this continued funding, the City Council appropriated $448,414 as part of the FY 2023/24 Adopted Operating Budget. Staff recommends appropriating an additional $38,830 to the Alameda County Probation Youth Diversion Fund (Fund 133) to equal the FY 2023/24 agreement total.
