Executive Summary: The purpose of this report is to facilitate the necessary coordination with Caltrans for the project approval, environmental clearance and design phases of the I - 680/North Mission Boulevard Interchange Modernization Project.

BACKGROUND: The I-680/North Mission Boulevard Interchange Modernization Project will improve safety and enhance multimodal mobility along the corridor. The southbound offramp will be redesigned to address the severe safety issues associated with a history of overturning trucks at the intersection with Mission Boulevard. The project will improve traffic operations to ease congestion along Mission Boulevard and it will enhance accessibility through the interchange for bicyclists and pedestrians. Key project elements include the following:

• Reconstructing the southbound I-680 off-ramp to flatten the grade and reduce vehicle speeds to prevent truck overturning incidents.
• Upgraded traffic signals to improve vehicle operations and safety. • Implementation of continuous, “all ages and abilities” bike facilities and continuous ADA-compliant sidewalks with enhanced crossings through the interchange. • Redesign intersections to tighten corner curb radii to slow turning vehicle speeds and shorten pedestrian crossing distance.
• Vehicle lane width reduction to reduce vehicle speeds and accommodate bikeway and pedestrian facility enhancements.
• Shift curb line to accommodate bus bay and elevated bikeways.

The City has completed the scoping phase for the interchange modernization project i n partnership with Caltrans, and the project approval and environmental clearance phase is scheduled to begin in early 2024. The project’s design phase is tentatively scheduled for 2025, with the construction phase tentatively scheduled for 2027.

DISCUSSION/ANALYSIS: The execution of a cooperative agreement with Caltrans is needed at this time to commence the project approval and environmental clearance phase, followed by the final design phase. Since the I-680/North Mission Boulevard Interchange Modernization Project is located within Caltrans right of way, the City will need to coordinate with Caltrans to develop project studies, reports, and plans. Caltrans will ultimately need to approve the project scope and alignment, as well as certify the project’s environmental Council Staff Report (ID # 5069) Meeting of January 9, 2024 Updated: 1/5/2024 11:57 AM by Susan Gauthier Page 2
clearance for both CEQA (State environmental review) and NEPA (Federal environmental review).

The City recently executed a funding agreement with Caltrans for $7.2 million which would fully fund the project for the planning, environmental clearance and final design phases.

The City and Caltrans will then subsequently seek grant funding for project construction from State and Federal sources.

FISCAL IMPACT: The project approval, environmental clearance and design phases for the I-680/North Mission Boulevard Interchange Modernization Project is funded by a $7.2 million grant from the State. Any costs incurred by Caltrans staff during the project approval, environmental clearance and design phases will be covered through Caltrans’ own internal budget for various project development related activities.

ENVIRONMENTAL REVIEW: Environmental review is not required for the execution of this cooperative agreement (exempt pursuant to CEQA Guidelines Sections 15061 (b)(3) and 15378(b)). Appropriate environmental review will be prepared for this project as part of the project development process.

ATTACHMENTS: None.

RECOMMENDATION: Authorize the City Manager or designee to execute a cooperative agreement with Caltrans to support the project approval, environmental clearance and final design phases for the I-680/North Mission Boulevard Interchange Modernization project.
