RESOLUTION NO. 2024-xx
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FREMONT
AMENDING THE MASTER FEE SCHEDULE REGARDING FEES FOR
FREMONT FAMILY RESOURCE CENTER FACILITIES FEES
(HUMAN SERVICES FEES) AND MAKING FINDINGS OF CEQA
EXEMPTION
WHEREAS, on March 1, 1994, the City Council of the City of Fremont adopted Resolution No. 8672 establishing the Master Fee Schedule, which sets forth fees, rates and charges for goods and services provided by the City of Fremont; and
WHEREAS, Resolution No. 8672 has been amended from time to time to adjust and add new fees, rates and charges for goods and services provided by the City; and
WHEREAS, the Master Fee Schedule sets forth fees charged by the Human Services Department for certain facilities use fees, (collectively, “Facilities Fees”); and
WHEREAS, the Fremont Family Resource Center Facilities Fees have not kept up with costs, which require that the City of Fremont establish and publish a fee schedule for the Facilities Fees; and
WHEREAS, the Fremont Family Resource Center Facilities Fees were last updated in April 2012, and it is necessary to update the fees to reflect the costs associated with providing quality services and amenities to the Fremont Family Resource Center; and
WHEREAS, the City Council of the City of Fremont considered the information set forth in the staff report dated February 6, 2024, as well as any other information submitted to the City Council during its deliberation on this matter.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FREMONT RESOLVES AS FOLLOWS:
SECTION 1. The following sections of Article V, of the Master Fee Schedule (Resolution No. 8672, as amended), entitled “Human Services”, are amended and replaced to read in their entireties as set forth in Exhibit A, attached to and made a part of this Resolution:
A. Section F, entitled, “Facilities Rental Schedule, Fremont Family Resource Center;”
SECTION 2. The Master Fee Schedule (adopted by Resolution No. 8672 and amended from time to time, including by this Resolution) shall be kept on file in the Office of the City Clerk.
SECTION 3. This action is exempt from the requirements of the California Environmental Quality Act pursuant to, without limitation, CEQA Guidelines Section

15378(b)(2), (4) and/or (5), in that it is a government funding mechanism, fiscal or other governmental/administrative activity that has no potential to cause a significant effect on the environment. Each of the foregoing provides a separate and independent basis for CEQA exemption.
SECTION 4. The amendments to the Master Fee Schedule shall take effect upon the date of adoption of this Resolution
