COUNCILMEMBER KASSAN REFERRAL: Animal Shelter

COUNCILMEMBER KASSAN REFERRAL:

Whereas, the Bay Area is experiencing a shortage of available skilled veterinarians resulting in the City’s inability to secure stable veterinary services for the animal shelter;

Whereas, the Police Department has traditionally applied rigorous background checks to staff and volunteers in the shelter, creating impediments to recruitment;

Whereas, the City currently has no program to spay and neuter un-owned community cats;

This referral requests that City Council direct staff to as expeditiously as possible

1. Create a full-time employment classification for a veterinarian with competitive salary and benefits and recruit for a full-time veterinarian as an employee for the animal shelter;

2. Review vet tech position salaries and benefits to ensure that they are competitive;

3. Reinstate the trap-neuter-release program to address cat overpopulation in partnership with local community organizations;

4. Reduce backgrounding requirements on potential volunteers and paid staff;

5. Open the animal shelter in the evenings and on weekends;

6. Provide sufficient free and low cost spay and neuter services for the Tri City community;

7. Expedite the hiring of front desk staff to respond to the animal shelter’s high volume of calls.
