Executive Summary: Staff is recommending that the City Council authorize the City Manager, or her designee, to enter into an agreement and to execute implementing documents with SmartWave Technologies, LLC, for the purchase and installation of WI -FI equipment for the Six Commercial Districts Wi-Fi Access Expansion Project in an amount not to exceed $800,000.
BACKGROUND: On July 10, 2023, the State of California adopted legislation amending its budget for Fiscal Year 2023-2024 under Assembly Bill No. 102, Chapter 38 (AB 102). The State Budget included “earmark” allocations to specific projects and programs identified by State legislators. With support from State Senator Aisha Wahab, a budget allocation was provided to the Six Commercial Districts Wi-Fi Access Expansion Project in Fremont.
On December 6, 2023, the City received $1,500,000 for support of the Commercial District Wi-Fi Access Expansion Project.
DISCUSSION/ANALYSIS: The project consists of the installation of Wi-Fi equipment in Centerville, Downtown/City Center, Irvington, Niles, Mission San Jose, and Warm Springs commercial districts. The new Wi-Fi zones will help address the digital divide issues in these districts by allowing for equitable access among residents and small businesses who may otherwise not have access to high-speed Wi-Fi internet access.
In March 2022, the Information Technology Services (ITS) Department issued a Broadband Public – Private Partnership Request for Proposals (RFP #22-013) to select a firm to assist the City implementing wireless broadband solutions in the City. In response to the RFP, the City received six proposals. On September 15, 2022, after thorough evaluation, the City selected and issued an intent to award contracts to SmartWave Technologies, LLC.
Installation of Wi-Fi equipment by SmartWave Technologies, LLC will proceed in phases, starting with the Downtown/City Center. Wi-Fi Access for the Six Commercial Districts will leverage wireless technology to create a 10 Gbps connectivity to the City Fiber Backbone; and support free Wi-Fi internet access in the Six Commercial Districts.
