Executive Summary: The purpose of this report is to facilitate the procurement of environmental consulting services as needed to support the timely development of projects funded through the City’s Capital Improvement Program (CIP).

BACKGROUND: On-call consultant service agreements are used for services requiring expertise that City staff does not have and/or to supplement City staff during periods of peak work demand. The work performed under this agreement will address Capital Improvement Program (CIP) projects, such as parks and public works projects, to be undertaken in the next five years, all of which will require environmental review. These agreements will allow the City to obtain environmental clearance for public projects, ensuring compliance with applicable laws and regulations.

DISCUSSION/ANALYSIS: In February 2024, the City solicited proposals for On-Call Environmental Consulting Services. The selected consultants will work under a five-year Master Service Agreement.

Eleven proposals were received from environmental consulting firms, listed alphabetically:

David J. Powers and Associates, EMC Planning Group, LSA Associates, M Group, Montrose Environmental, Moore lacofano Goltsman, PlaceWorks, Rincon Consultants, SLR International Corporation, Terraphase Engineering, and TRC Solutions, Inc.

An evaluation panel comprised of City staff evaluated all of the proposals based on the completeness of the proposal, project scope and understanding, overall and local experience to perform the required services, evaluation of assigned personnel and their experience, billing rates, and the Consultant’s overall approach.

Based on the results of the evaluation process, staff recommends authorizing the approval of master agreements with LSA Associates, EMC Planning Group, and Montrose Environmental for professional environmental consulting services, in the not-to-exceed amount of $1,250,000 over a period of five years.

FISCAL IMPACT: All task order work issued, and work performed by consultants under the on-call Master Service Agreement will be restricted to the funds appropriated and available for the specific project for which the work is required.

Council Staff Report (ID # 5133) Meeting of April 16, 2024 Updated: 4/11/2024 4:06 PM by Dina Lewis Page 2

ENVIRONMENTAL REVIEW: Environmental review is not required because award of this agreement is not a project within the meaning of California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15061 (b)(3) and 15378(b) as it can be seen with certainty that there is no possibility that award of the contract will have a significant effect on the environment and the award is an administrative activity that will not result in an effect on the physical environment. The projects that the consultant will provide services for will be subject to appropriate environmental review.

ATTACHMENTS: None.

RECOMMENDATION: Approve and authorize the City Manager or designee to execute a Master Service Agreement with the following consultants:

1. LSA Associates, Inc. for on-call environmental consulting services for a total not-to- exceed compensation of $1,250,000 for five years.

2. EMC Planning Group, for on-call environmental consulting services for a total not-to- exceed compensation of $1,250,000 for five years.

3. Montrose Environmental, Inc. for on-call environmental consulting services for a total not-to-exceed compensation of $1,250,000 for five years.

4. Find that the actions are exempt from environmental review as a separate and independent base for CEQA compliance, under CEQA Guidelines, Section 15378 (administrative and funding activity not a “project” under CEQA) and Section 15061 (no possibility the activity may have significant effect on the environment).
