Executive Summary: The purpose of this report is to secure professional pest control services for the management of pests including ants, fleas, ticks, cockroaches, general insects, rodents, and pigeons at City-owned buildings.
BACKGROUND: There are 100 City-owned buildings that require pest control services to include the police campus, all fire stations, libraries, community centers, and administration buildings.
The City has adopted an Integrated Pest Management Program (IPM) for the control of pests. IPM is the strategic approach that focuses on long-term prevention of pests and their damage from reaching unacceptable levels by selecting and applying the most appropriate combination of available pest control methods. These include cultural, mechanical, biological, and chemical technologies that are implemented for a given site and pest situation in ways that minimize economic, health and environmental risks.
Through the IPM Program, the most widely used pest control techniques are identifying and removing food and water sources; vacuuming; sealing points of entry into a building; using bait; setting traps; and continued inspections and monitoring. If all other exclusion techniques prove ineffective, then a pesticide is used. The pesticides used will be the least toxic and the amount used will be the least amount needed to be effective.
DISCUSSION/ANALYSIS: The City issued a Request for Proposals (RFP) on March 13, 2024, for Professional Pest Control Services for a five-year term. The City received proposals on March 27, 2024.
The City evaluated the submitted proposals. After the evaluation, it was determined that the proposer, PestMaster Services L.P., is qualified and has the means necessary to perform the services of Professional Pest Control Services for City buildings.
Compensation will include:
• Pest control services will cost the City $50,000 the first year with an up to 4% annual increase and a contingency of $25,000 per year for as-needed additional services for a grand total not to exceed of $375,000 for the five-year term.
Council Staff Report (ID # 5146) Meeting of May 7, 2024 Updated: 5/2/2024 8:08 AM by Dina Lewis Page 2
Staff is requesting that Council approve and authorize the City Manager or her designee to execute a service agreement with PestMaster Services L.P. to provide Professional Pest Control Services from July 1, 2024, through June 30, 2029.
FISCAL IMPACT: The total not to exceed amount for the five-year term of the contract including contingencies is $375,000. Funding for the service will be paid through the operating budget of Public Works Building Maintenance.
ENVIRONMENTAL REVIEW: The proposed action is exempt from the California Environmental Quality Act (CEQA), per CEQA Guidelines Section 15308 Actions by Regulatory Agencies for Protection of the Environment, which exempts actions taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of the environment.
The purpose of the IPM is to maintain the environment by preventing the overpopulation of pests due to human actions. City Integrated Pest Management practices, as provided in Administrative Regulation 6.7 - Integrated Pest Management, involve detailed procedures for protection of the environment, including methods to reduce or minimize pesticide use on City properties, minimize health and environmental risks, and ensure compliance with National Pollutant Discharge Elimination System (NPDES) permit requirements and the Alameda County Clean Water Program.
ATTACHMENTS: None.
RECOMMENDATION: Authorize the City Manager or designee to execute a Service Agreement with PestMaster Service L.P. to provide Professional Pest Control Services for a five-year term from July 1, 2024, through June 30, 2029, with a total not to exceed compensation amount of $375,000.
