Executive Summary: The purpose of this report is to facilitate the construction and construction management of the Centerville Complete Streets project.
BACKGROUND: The Centerville Complete Streets project is located along portions of Thornton Avenue (between San Pedro Drive and Fremont Boulevard), Fremont Boulevard (between Alder Avenue and Mattos Drive), and Peralta Boulevard (between Fremont Boulevard and Sequoia Road.) The scope of the project was approved by the City Council on February 8, 2022, following an extensive community engagement process which began in December 2019. The project has received a grant of federal funding by Caltrans in the amount of $7.7 million, an Affordable Housing and Sustainable Communities (AHSC) Grant in the amount of $2.8 million, and an Alameda County Transportation Commission (ACTC) grant in the amount of $2.0 million. The weblink below provides information on the project scope, history, and status.
The design of the Centerville Complete Streets Project is near completion and the project will soon be moving into the construction phase. Construction is estimated to take approximately twelve months. Prior to initiation of the construction phase, staff recommends engaging a construction management (CM) firm to establish processes and procedures for administering the construction program, to assist the City in pre-bid and pre- award processes, and to provide a secondary constructability review and cost estimate of the project to improve the accuracy of construction documents, thereby reducing change orders during construction. During the construction phase, the CM firm will provide comprehensive construction administration, management, and inspection services and provide documentation in conformance with federal funding requirements.
DISCUSSION/ANALYSIS: On February 1, 2024, the City issued a Request for Proposals (RFP) for CM services for the Centerville Complete Streets Project. Four proposals were received on February 27, 2024, from the following firms, listed alphabetically: Associated Engineering Consultants, Inc., Consor PMCM, Inc., MNS Engineers Inc., and Park Engineering, Inc. The proposals were evaluated by a selection panel comprised of City staff based on criteria that included completeness of response, qualifications & experience, organization & approach, scope of services to be provided, schedule of work, local presence, and references. Interviews were conducted on April 12, 2024, with three firms, Consor Council Staff Report (ID # 5162) Meeting of May 21, 2024 Updated: 5/16/2024 7:15 AM by Dina Lewis Page 2
PMCM, Inc., MNS Engineers Inc., and Park Engineering, Inc. The consultant team led by Park Engineering, Inc. was selected as the top-ranked firm based on their proposal, interview presentation and responses to panel questions.
FISCAL IMPACT: The consultant fee for the construction management of the Centerville Complete Streets Project is $975,000 with an additional $195,000 of contingency for a total fee amount of $1,170,000. There are sufficient funds in the adopted capital budget to award the construction management consultant contract for the Centerville Complete Streets Project (PWC8946).
ENVIRONMENTAL REVIEW: Environmental review is not required because award of this agreement is not a project within the meaning of California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15061 (b)(3) and 15378(b) as it can be seen with certainty that there is no possibility that award of the contract will have a significant effect on the environment and the award is an administrative activity that will not result in an effect on the physical environment.
Environmental review for the project was performed under the National Environmental Policy Act (NEPA). A Categorical Exclusion (CE) with technical studies was prepared, and on July 11, 2022, the State determined that the project does not individually or cumulatively have a significant impact on the environment as defined by the National Environmental Policy Act (NEPA) and is excluded from the requirements to prepare an Environmental Assessment or Environmental Impact Statement.

RECOMMENDATION: Approval of the following actions related to the Centerville Complete Streets Project (PWC8946):
1. Authorize the City Manager or designee to execute a Professional Services Agreement with Park Engineering, Inc., in an amount not to exceed $1,170,000 for construction management services.
2. Find that the actions are exempt from environmental review as a separate and independent base for CEQA compliance, under CEQA Guidelines, Section 15378 (administrative and funding activity not a “project” under CEQA) and Section 15061 (no possibility the activity may have significant effect on the environment).
