Executive Summary: This report recommends the City Council approve the Plans and Specifications for the California Nursery Historical Park Entry Plaza Project; Award a contract to Silicon Valley Paving, Inc. for the bid amount of $1,917,330.50, allocate a 15% Construction Contingency amount of $287,600, for a total construction contract amount of $2,204,930.50; Find the project is consistent with the adopted California Nursery Historical Park Master Plan, for which an Environmental Impact Report (EIR) was previously prepared and certified in accordance with the requirements of the California Environmental Quality Act (CEQA).

BACKGROUND: The California Nursery Historical Park Entry Plaza project is part of the California Nursery Historical Park Master Plan, adopted by the City Council on December 12, 2017. The plan aims to enhance the front portion of the site to support its current use and expand its capabilities for special events and small group gatherings while maintaining its role as a passive recreation space. This plaza and entryway include decorative walkways with rose planting beds and ornamental rose planting beds to form a grand entrance to the future Interpretive Center building and other elements of the historic nursery. These beds will be an artistic interpretive display of “the character of the nursery”. A key objective is to preserve the site’s historical and cultural landscape elements and provide a gathering area and community space that can be used as a venue for small outdoor events. The entry plaza will feature a rose garden showcasing a variety of roses, including some that resemble those historically cultivated and sold by the California Nursery, allowing the community to enjoy and appreciate the site’s rich history.

The initial phase of the California Historical Park Master Plan was completed in October 2021, establishing the framework for future development of the park. This phase included installation of primary underground utility infrastructure and various improvements across the site, including fire suppression infrastructure, electrical and data upgrades, plazas, parking lot, walkways, site furnishings, and planting and irrigation systems.

Following the completion of the first phase, the Entry Plaza project marks the onset of the second phase of the California Historical Park Master Plan. This project focuses on the construction of an entry plaza and rose garden comprising approximately one acre near the park entrance. Improvements include modifications to the main entry driveway, installation of an additional storm drain system, walkways, pavers, decomposed granite, and other amenities, including a seat wall, arbors, site furnishing, landscape lighting, planting, and irrigation systems.

This project is scheduled to begin construction in August 2024, and to be completed by December 2024.

The City is anticipating two grants, one from Mr. Hermant Gupta and one from Fremont Bank Foundation, for a combined total of $650,000 toward the construction and maintenance of roses at this new Rose Garden at California Nursery Historical Park. There is a separate City Council agenda item to consider accepting these donations on tonight’s agenda.

DISCUSSION/ANALYSIS:

Bid Results: The project was advertised for bid on April 30, 2024, and on May 21, 2024, the City received two bids. The lowest bid, submitted by Silicon Valley Paving, Inc., was $1,917,330.50. The bid results are as follows:
