Executive Summary: The purpose of this report is to initiate the construction of a project to upgrade existing public access to Fremont City Hall from the Capitol Avenue area, in order to advance compliance with the Americans with Disabilities Act (ADA).

BACKGROUND: The City Hall Buildings A and B are located at 3300 Capitol Avenue, and they provide approximately 90,000 square-feet of office space for various City functions including the City Council Chambers, City Manager’s Office, City Attorney’s Office, City Clerk’s Office, and the departments of Community Services, Economic Development, Finance, Human Resources, Human Services and Information Technology.

On September 12, 2023, the City Council approved the roof replacement project for City Hall Buildings. In conjunction with this work, ADA upgrades to meet current standards for accessibility from Capitol Avenue and the parking lot were planned to follow under a separate contract. This ADA upgrade project includes construction of a new pathway from Capitol Avenue, ADA compliant parking spaces, new entryway improvements including a new hardscape and landscaped entryway to the City Hall entrance with plant selections similar to Capitol Avenue. The project also includes the removal of an existing flagpole and the installation of two new matching flagpoles in an area conducive to ceremonial gatherings.

Construction is anticipated to be completed during the City Council meeting recess period from mid-July through August 2024.
