Executive Summary: Staff recommends that the City Council approve the Plans and Specifications for the Centerville Community Park Restroom and Underground Utilities Project, and award a contract to S&H Construction, Inc. for the bid amount of $848,595 plus a 20% construction contingency amount of $169,719, for a total construction contract amount of $1,018,314; and find that the project is exempt from environmental review pursuant to CEQA Guidelines Section 15302 and the Council’s prior approval of a mitigated negative declaration which covered the entire Centerville Community Park Project.

BACKGROUND: The Centerville Community Restroom and Underground Utilities is a project that supports the City Council adopted Parks & Recreation Master Plan. This project involves replacing the old restroom/meeting room at the left field corner of the Sigmund ballfield with a new prefabricated restroom, purchased by the City from The Public Restroom Company. Additionally, the project includes the installation of conduit, a transformer, and switchgear for new PG&E service. Electrical service from the new switchgear will connect to the new City furnished restroom and provide electrical conduit stub-outs for the future park expansion project. Other utilities include sanitary sewer line, potable water line to the new restroom, and new electrical conduits for signal and lighting control for the existing Sigmund ballfield.

This project is scheduled to begin construction in October 2024 and to be completed by Winter 2025.

DISCUSSION/ANALYSIS:

Bid Results: The project was advertised for bid on May 28, 2024, and on June 20, 2024, the City received three bids. The lowest bid, submitted by S&H Construction, Inc., was $848,595. The bid results are as follows:

Council Staff Report (ID # 5197) Meeting of September 3, 2024 Updated: 8/29/2024 9:13 PM by Kim Beranek C Page 2
Contractor Base Bid Total Rank
S&H Construction, Inc. $848,595 * 1
Galeb Paving, Inc. $2,128,700 2
Silicon Valley Paving, Inc. $2,141,395 3

*Bid is mathematically corrected

The City’s estimate is $789,000. The low bidder for the project is S&H Construction, Inc.

Their bid is responsive, and all bid documents are in order. The contractor pays prevailing wage and is a responsible bidder experienced in this type of work and has satisfactorily completed contracts of a similar nature with other nearby agencies.

FISCAL IMPACT:

Project Costs and Funding: Funds were originally allocated in 2002, totaling $8,122,475, when the original master plan for the undeveloped 10 acres of Centerville Community Park was designed. When the project was put on hold in 2018, remaining funding totaled approximately $7,348,943.

Additional funding of $4,200,000 was added per the 2021/22-2025/26 Capital Improvement Program. The current funding balance in PWC 8392-540 (Park Facility Impact Fee) is $10,500,000. The Centerville Community Park Restroom and Underground Utilities project is to be funded with $1,242,344 of Park Facility Impact Fee. There is adequate funding for the construction bid, construction contingency, and estimated construction administration.

Centerville Community Park Restroom and Underground Utilities project:

Total Funds Available:

Park Facility Impact Fee (PWC 8392-540) $10,500,000

Planned Expenditures:

Construction Bid $848,595
20% Construction Contingency $169,719
Construction Administration (estimated) $224,030

Total Anticipated Remaining Balance after Construction (rounded): $9,257,656

The remaining balance is earmarked for the future renovation and expansion of the Centerville Community Park.

ENVIRONMENTAL REVIEW: A mitigated negative declaration was prepared and approved by the City Council on May 14, 2002, for the entire Centerville Community Park project, as originally designed (EIA No. PLN2022-00233). The work associated with the proposed project is consistent with the original park project analyzed in the mitigated negative declaration and no further environmental review is required. As a separate and independent basis for CEQA compliance, the project is exempt from CEQA as a Class 1 facility (Replacement and Reconstruction of Existing Facilities) pursuant to Section 15302 of the Guidelines of the California Environmental Quality Act.

RECOMMENDATIONS:

1. Find that the project is categorically exempt as a Class 1 facility (Replacement and Reconstruction of Existing Facilities) under Section 15302 of the Guidelines of the California Environmental Quality Act and that no further environmental review is required based on the Council’s prior approval of a mitigated negative declaration for the entire Centerville Community Park Project.

2. Approve the Plans and Specifications for the Centerville Community Park Restroom and Underground Utilities (PWC 8392B).

3. Accept the bid; award a construction contract; and authorize the City Manager or her designee to execute a contract for the Centerville Community Park Restroom and Underground Utilities Project with S&H Construction, Inc. for the amount of $848,595 and a 20% contingency amount of $169,719 for a total construction contract amount not to exceed $1,018,314.
