Executive Summary: The purpose of this report is to facilitate the replacement of the existing back-up power generators at Fire Stations Nos. 4 and 10 to provide reliable power to the facilities and in a manner that complies with updated Bay Area Quality Management District Permit requirements.

BACKGROUND: Fire Station No. 4, located at 1000 Pine Street, is an approximately 7800 square-feet building constructed in 1990, and Fire Station No. 10, located at 5001 Deep Creek Rd, is an approximately 6100 square-feet building constructed in 1991. The fire stations are used 24 hours a day by Fire Department staff to provide timely emergency response services to the local community. The existing emergency generators were installed when the buildings were originally constructed and have reached the end of their life cycle and must be replaced.

The proposed emergency generator replacements are needed to provide a reliable source of emergency power to the Fire Stations during power outages. The new generators are modern, with new technology for more efficient operation and will comply with the Federal Emergency Management Agency’s (FEMA) 72 hours of run-time requirements and Bay Area Air Quality Management District (BAAQMD) air pollution requirements. The current and new generators are fueled using renewable diesel made from biomass (not petroleum). The project will also include replacing associated supporting systems for the generators including the automatic transfer switches (ATS). The ATS transfers the source of power provided to the Fire Stations from the typical land-based transformers to the standby generator. The ATS is an essential element of the generator, repair parts are difficult to procure and require long lead times, and therefore its replacement is included in the generator replacement contract.

The proposed schedule for construction includes a long lead time to procure new generators and obtain permit approval from the Bay Area Air Quality Management District, with the project completion expected by May 2025.

ENVIRONMENTAL REVIEW: Action on this item is exempt from environmental review.

The project is categorically exempt from environmental review based on, without limitation, CEQA Guidelines Sections 15301, 15302(c), 15303(e), 15269(c) and 15183. The replacement of the outdated generator system and mechanical equipment involves negligible or no expansion of use or capacity and constitutes installation of a small accessory/structure, which does not involve significant new environmental effects or changed circumstances. The project also involves generating power during short time periods when necessary to prevent or mitigate emergencies caused by power outages. Each of the cited CEQA exemptions provide a separate and independent basis for CEQA clearance.
