Mobility Commission
Background information

The Fremont City Council established the Mobility Commission in October 2019 based on the report and recommendations contained in the Fremont Mobility Action Plan, adopted unanimously by the Council in March 2019. The Fremont Mobility Action Plan is a five-year strategy to address transportation issues and needs with a focus on traffic congestion, travel alternatives, safety improvements, and new technologies. The plan was a developed with guidance from a 14-member Task Force and a community outreach process.

At City Council meetings on June 4, 2019 and October 1, 2019, the formation and roles of the Mobility Commission were discussed and decided to include the following:

• The Mobility Commission consists of nine members and includes representatives with expertise and leadership interests related to various travel modes including people who walk (two representatives), bicycle (two representatives), use transit (two representatives), and drive motor vehicles (two representatives); and persons with mobility impairments (one representative). Consideration should also be given to having the Commission reflect the diversity of the Fremont community relative to geographic location, gender, age, and ethnicity.

• The key roles of the Mobility Commission are to: 1) assist the city with the implementation of actions included in adopted transportation plans, including the Mobility Action Plan and other plans related to traffic safety, traffic congestion management, school access, walking, bicycling, new technologies, and regional transportation; 2) help advocate for Fremont’s interests with regional agencies, including support for transportation funding; 3) assist the city with public education, outreach, promotional activities in order to stimulate community participation in efforts such as safe routes to schools, traffic safety education, and use of alternative transportation modes; 4) to provide input on the preparation of new and updated transportation policies, plans, and projects; and 5) to provide a forum to receive public comment on mobility topics.

• An expected role of Mobility Commissioners is to lead separate “working groups” comprised of community volunteers related special projects and programs such as Safe Routes to Schools and the encouragement of travel alternatives. The full Mobility Commission will meet quarterly to share activities of the working groups and to collectively guide multimodal topics like overall mode shift and traffic safety. An annual meeting will be held between the City Council and Mobility Commission to review accomplishments, discuss issues and establish a Mobility Commission work plan for the following year.

My spouse and I deliberately
Area cities on active transportation infrastructure. I primarily bike and she uses a scooter to go to points of interest like the Fremont BART station, Target at the Fremont Hub, Whole foods on Mowry and Paseo, and many others. We moved from Downtown San Jose to the Asher on chose Fremont as our home three years ago *because* it was so ahead of all other Bay Walnut and Guardino expressly because the above grade bike lanes all along Walnut made us feel safe and proud. I want to be a part of bringing more of that safety and dignity to families all over Fremont, not only people making enough money to live at a place like The Asher right near BART.

I am a professional in the transportation sector serving as a Director at a Community Engagement firm called Winter which specializes in activating Bay Area communities in transportation projects local and regional. My job demands that I am able to process complex transportation/environmental planning and funding subjects and that I effectively communicate those subjects in a way that is digestible and respectful of a community's right to fully participate in planning processes.

My focus would be in identifying and representing bicyclists in Fremont who do not have the priviledge of dedicating time to activism and may be disengaged or unaware of important decisions being made which would impact their everyday lives as it regards movement. I am knowledgeable of regional agencies and how they interact with cities like Fremont. I have relationships with staff at MTC, Alameda CTC, BART, AC Transit, ACE, and others. I also facilitate community meetings for projects like Alameda CTC's East Bay Greenway, 2026 Countywide Transportation Plan, and others.

Since moving to Fremont in 2021, I have come to appreciate how well-managed and forward thinking City Council and staff have been to build the prototype for inclusive active transportation infrastructure in the East Bay and in the greater Bay Area region.

I want to be part of that.

All that being said, some of the scariest roads I have ever biked are in Fremont (Mowry, Mission crossing over to Niles, and segments of Fremont Blvd to Centerville Station). I know there is much term and I am confident my experience, both lived and professional, adds value to the conversation. work to do and I think I can contribute to that process. I am committed to living in Fremont long I am excited for the opportunity to further discuss my qualifications and answer any questions. -1-

Mobility Commission
Supplemental Questionnaire
(feel free to attach separate pages or a resume)

Interest Information:

Why do you wish to serve as a member of the Mobility Commission:

I'd be honored and excited to serve as a member of Fremont's Mobility Commission advocating both for Fremont's many cyclists, and those who will be cyclists soon. :)

Since arriving in Fremont in the summer of 2019, cycling has been my primary means of getting familiar with my new hometown. When we first arrived and rented a place in downtown Fremont, it was largely because of the neighborhood’s walkability combined with the ability to bike to the BART station. The BART then got me into the office in SF.

When we bought our home in the Glenmoor Gardens neighborhood a few years later, it was in no small part because it was within cycling distance from my new workplace at the Pacific Research Center, and also because the BART was still a short bike ride away.

And when I’m not using my bike for trips to work or nearby shopping (or to the Fremont Festival of the Arts), I spend most every weekend cycling for exercise, taking 15-20 mile trips along the Alameda Creek Trail, around Quarry Lakes, or up Paseo Padre towards the Mission Peak trailhead.

What I’m saying is that I know what it’s like to walk and bike around Fremont – and Niles and Newark for that matter – because that’s how I spend much of my time. I have first-hand experience with the challenges people face on their bike or on their feet. With its weather and terrain, Fremont could be a cycling/walking paradise – a model for the rest of CA and the US that would also help make its businesses thrive, its residents healthier and happier, and its community stronger. I’ve witnessed some incredible strides just in the five years we’ve lived here, and I’d very much welcome the opportunity to help shape the vision of what mobility means for Fremont.

What would you bring by way of perspective or expertise to the Mobility Commission (in general and related to your selected travel mode interest area):

As mentioned, I aim to bring a cyclist's perspective to the Commission, advocating for safer, more accessible routes that connect places, while also generally advocating for sustainable transportation options. My goal in serving would be to help create a more connected, efficient, and environmentally friendly transportation network for all residents.

I have an extensive background in communication, having been a tech writer and educator for the past 15 years. I’ve also been a manager (of a technical publication team) in the electric vehicle industry. This familiarity with cycling, messaging, and teamwork, combined with my experience leading a 150-person cycling team (see below), has provided a unique perspective that I believe would greatly benefit the Commission.

Organization: Multiple Sclerosis Society – MS150 ride Dates: 2004 – 2013

Location: Kansas City Position(s): Team Organizer

Responsibilities/accomplishments:

My sister was diagnosed with multiple sclerosis in 2004. Over the course of next 10 years and 10 annual rides, I built a team of 5 riders into to a team of 200 riders, raising over a $250,000 for the MS Society in the process. This is also when I officially became a Cyclist.

Our Bike MS team became the largest non-corporate team participating in the MS Kansas City Chapter ride – both in terms of riders and fundraising – and I coordinated all associated logistical responsibilities:
• gatherings to encourage team sign up
• designed and ordered team uniforms
• communicate and coordinate with MS150 staff
• arranged recognition for team accomplishments

Our team included members from age 12 to age 72. We had experienced riders who participated in the local bike racing circuit. We had fathers and daughters who did their first ever organized bike ride with us. I’m incredibly proud of our contributions to the MS Society in our 10 years of participating in Bike MS.

Organization: Lucid Motors Dates: 2019 - 2023

Location: Newark, CA Position(s): Technical Publication Manager

Responsibilities/accomplishments:

As Lucid’s TechPubs Manager, I set the course for Lucid’s Technical Publication department, and then hired and developed the diverse group needed to implement that vision.

Along with the role leading our Kansas City Bike MS team, the experience at Lucid left me with valuable project and people management skills which Id leverage when collaborating with Mobility Commission (and City Council) peers.

Special awards or recognitions you have received:

I have several project-management professional certifications, such as those administered by the Scrum Alliance (CSPO) and Scaled Agile (SAFe SA).

Perhaps more relevant, however is recent work I’ve done in data analytics, recently obtaining a Google Data Analytics certificate. I don’t know if or how often the Mobility Commission needs to evaluate mobility data from the City and/or prepare presentations about findings, but if the need arises, I might prove to be a valuable resource.

I began bicycling as an adult in Fremont in summer 2022 because I saw all the green-painted and bollard-protected bike lanes that were going up, and I thought I might try bicycling around to save money on gas and help me lose weight. I have since grown a lot as a bicyclist, and I am currently an active member and volunteer of Bike East Bay, and I also teach with them as an LCI, a cycling instructor certified by the League of American Bicyclists. Because of this, I know from personal experience and from the the experiences of those I interact with, especially the students, what people are concerned about on the streets and what would increase their sense of safety and actual safety. In addition to my perspective as a bicyclist, I live with my almost-90-year-old grandmother who has mobility impairments. So I also recognize some of the barriers that seniors

and those with mobility impairments face, and the need for accessible infrastructure. -5-
