Executive Summary: The purpose of this report is to facilitate receiving grant funding in the amount of $1,078,000, for designing a segment of the Dumbarton Bridge to Quarry Lakes Trail project. The grant funds are from the Regional Measure 3 (RM3) program administered by the Metropolitan Transportation Commission (MTC). Receiving the grant requires City Council approval of a Resolution of Compliance indicating the City’s commitment to implementing the project in accordance with MTC policies and procedures.
BACKGROUND: In collaboration with Alameda County Transportation Commission (ACTC), MTC, and Caltrans, the City of Fremont led the development of three major projects along the East Bay side of the Dumbarton Bridge corridor, including the I-880/Decoto Interchange Modernization Project, Decoto Road Complete Street Project, and the Dumbarton Bridge to Quarry Lakes Trail project. Collectively, the three projects will create a continuous multi- purpose path and dedicated transit lanes along Decoto Road from the Dumbarton Bridge to the City of Fremont/Union City limit at Alameda Creek, ultimately providing high quality alternative transportation facilities for East Bay residents to travel to and from the San Francisco Peninsula via the Dumbarton Bridge.
In June 2024, MTC approved the programming of $29 million in RM3 funding for the three projects managed by the City of Fremont. The programmed amount was developed by MTC in collaboration with various agencies on both sides of the Dumbarton Bridge corridor.
Funding for the RM3 program is from bridge toll revenues and there are funds specifically allocated to projects that improve multimodal transportation in the Dumbarton Bridge corridor.
For the three projects led by the City of Fremont, the Dumbarton Bridge to Quarry Lakes Trail – Phase A Segment project is the first to request allocation for RM3 funding for the final design and right-of-way (ROW) clearance phases of work. Final design is also referred to as the “Plans, Specifications and Estimate” (PS&E) phase of work. MTC programmed a total of $10.8 million in RM3 funds for the implementation of the Dumbarton Bridge to Quarry Lakes Trail – Phase A Segment project.
DISCUSSION/ANALYSIS: The Dumbarton Bridge to Quarry Lakes Trail Project was developed to provide a continuous multi-purpose trail facility along the Decoto Road Council Staff Report (ID # 5277) Meeting of October 8, 2024 Updated: 10/3/2024 2:45 PM by Dina Lewis Page 2
corridor, connecting from the existing bike path on the Dumbarton Bridge and ultimately connecting to the Alameda Creek Regional Trail at the Union City/City of Fremont border. It is the primary project that aims to provide a continuous multi-purpose trail facility to connect East Bay communities to the Dumbarton Bridge and provide walking and bicycling access between the San Francisco Peninsula and the East Bay.
Between 2020 and 2024, City staff collaborated with ACTC to secure approximately $5.425 million in Measure BB funds to complete the project scoping, alternative analysis, and environmental clearance for the entire trail alignment between Dumbarton Bridge and Alameda Creek. Due to overall project cost and the diverse range of stakeholders involved for the various trail segments, the Dumbarton to Quarry Lakes Trail is divided into multiple implementation phase segments for design and construction, with each phase segment having a separate funding plan, implementation strategy, and overall schedule.
The Phase A segment is the first to begin the design and construction phase, as it provides the initial trail connection between the Dumbarton Bridge and the City of Fremont roadway network. The Phase A trail segment will extend along the north side of Quarry Road between the State Route 84 toll plaza and Paseo Padre Parkway, along the west side of Paseo Padre Parkway between Quarry Road and Kaiser Drive, utilize the existing on -street cycle track along Kaiser Drive between Paseo Padre Parkway and Ardenwood Boulevard, and along the west side of Ardenwood Boulevard between Kaiser Drive and Ardenwood Terrace.
From the Ardenwood Boulevard/Ardenwood Terrace intersection, trail users can utilize the internal roadway/path network within Ardenwood Historical Farm to get to the I-880/Decoto Road interchange, which will be enhanced with the I-880/Decoto Road Interchange Modernization Project.
The Phase A project design is scheduled to begin at the start of 2025 and extend into Spring of 2026. The City anticipates submitting a second request for allocation of RM3 funds for the project construction phase at the end of 2025, with project construction scheduled to start in Summer/Fall of 2026.
FISCAL IMPACT: Staff is recommending that the City Council approve an allocation request for $1,078,000 in RM3 funds for the PS&E and ROW phases for the Dumbarton Bridge to Quarry Lakes Trail – Phase A Segment project and appropriate the funds to that project (PWC9026-571) in the Miscellaneous Capital Grants Fund. The proposed RM3 Implementing Agency Resolution defines the City’s role and responsibility in the use and management of the funds, as well as reaffirms the City’s overall commitment to the completion of the project design. While there is no matching fund requirement for the RM3 funds, the City staff time to manage the project design will be funded with local transportation fund sources (e.g. gas tax). Staff does not anticipate using General Fund monies for the project design or overall implementation.
ENVIRONMENTAL REVIEW: The request for allocation for RM3 funds is categorically exempt under Section 15061 9(b)(3) of the California Environmental Quality Act (CEQA) in that it is not a project which has the potential for causing a significant effect on the environment. Consistent with CEQA requirements, appropriate environmental review is currently underway for the Dumbarton Bridge to Quarry Lakes Project and is on schedule to be completed by the end of 2024.
