1. PRELIMINARY
A. Call to Order: Mayor Mei called the meeti ng to order at 7:02 p.m.
B. Flag Salute: Mayor Mei led the salute to the flag.
C. Roll Call: Mayor Mei, Vice Mayor Campbell, Councilmembers: Keng, Kimberlin, Shao, Salwan, and Cox
D. Announcements by Mayor/City Manager/City Attorney
Mayor Mei announced the Boards and Commissions vacancies.
City Manager Shackelford shared information regarding items of Council/community interest.
E. Report Out of Closed Session – None.
2. CONSENT CALENDAR
* A. Waive Reading of Ordinances: The City Attorney read the titles of ordinances to be considered.
On a motion by Councilmember Salwan, seconded by Councilmember Cox, the City Council waived further readings of proposed ordinances.

* B. Mayor Mei opened considera tion of Approval of Minutes
On a motion by Councilmember Salwan, seconded by Councilmember Cox, the City Council approved minutes for the Regular Meeting of October 8, 2024, the Regular Meeting of November 12, 2024, and the Special and Regular Meetings of November 19, 2024.

* C. Mayor Mei opened consideration to Adopt a Resolution that Certifies the November 5, 2024 Election Results
On a motion by Councilmember Salwan, seconded by Councilmember Cox, the City Council adopted Resolution No. 2024-50 that:
1. Received the Official Canvass of the General Municipal Election held on November 5, 2024 from the Alameda County Registrar of Voters.
2. Declared the results of the election.

Communications submitted to the City Clerk were compiled, distributed to the City Council and staff, and published in the City’s Agenda Center on Fremont.gov, and were placed on file.
Mayor Salwan opened the public comment period. The following people commented: Narda Mamou, Sue Kwong (Citizens for a Better Community), Henry Liang, Vijaya Aasuri (AIA/Fremont), Sai Nagarajan, Connie Chew (Fremont Cultural Arts Council), Arun Ramani, Marilyn Harris (Fremont 4 Everyone), Lisa Danz (Fremont for Everyone), Steve Skala, Rajani Natarajan, Dhaval N. Shah, Padma Gopalakrishnan, Kate B. Amon (Fremont For Everyone), Emily He, Angela Tirado (The Voice of the Bay Area), Shiv Salwan, Jason Isaac Park (Democratic Nat’l Committee), Rinu Nair, Mahesh Pakala (FOG Odisha), Matt McGrath, Lily Mei, Golden Shao, Anand Visparty, Sachin Syal, and Sumeet Syac. There being no additional speakers, Mayor Salwan closed the public comment period.
