Executive Summary: The purpose of this report is to facilitate preventive maintenance services and minor repair work of apparatus bay doors, automatic gates, security doors, and fire doors for all Fire Stations, the Police Department Campus, the Maintenance Center, and other City owned buildings.

BACKGROUND: There are 112 apparatus bay doors, 31 automatic gates, and 21 steel rollup doors and fire doors across City-owned facilities. A majority of the apparatus bay doors and automatic gates are used multiple times daily to include those at Fire Stations and the Police Department. The doors and gates are made up of a number of mechanical and electrical components. Staff recommends that equipment needs to be part of a preventive maintenance program.

DISCUSSION/ANALYSIS: A Request for Proposal (RFP) was issued on September 27, 2024. A voluntary job walk took place on October 8, 2024, and the proposal opening on October 18, 2024. Four proposals were received. After a review of the proposals, staff determined that D.W. Nicholson Corporation met the criteria highlighted in the RFP documents and was the most responsive and responsible proposer.

This will be a 7-year term Service Agreement for preventive maintenance that will involve routine, recurring, and usual work needed to preserve, protect, and maintain the safe and usable condition of City-owned apparatus bay doors, automatic gates, security doors and fire doors.

FISCAL IMPACT: The contract price for the 7-year Service Agreement is $1,373,265.53, and sufficient funding is available for this project in the Maintenance Operations General Fund (fund 001) operating budget.

ENVIRONMENTAL REVIEW: The action is not a project as defined by Pub. Res. Code Section 21065, and is exempt from CEQA, without limitation, under (1) CEQA Guidelines Section 15378(b) – continuing administrative, fiscal, or maintenance activities with no significant physical impact on the environment; (2) CEQA Guidelines Section 15061(b)(3) - activities cannot possibly have a significant effect on the environment (directly or indirectly); (3) CEQA Guidelines Section 15301(d) - repair, maintenance, or minor alteration Council Staff Report (ID # 5313) Meeting of December 17, 2024 Updated: 12/13/2024 8:03 AM by Dina Lewis Page 2
of mechanical equipment involving negligible or no expansion of use; (4) CEQA Guidelines Section 15302 - replacement of mechanical equipment or parts at the same location and which will retain substantially the same purpose and capacity as the replaced equipment; and (5) CEQA Guidelines Section 15183 - projects consistent with General Plan and Zoning that do not involve any significant impacts which are peculiar to the project or its site. Each of the foregoing provides a separate and independent basis for CEQA compliance with respect to the subject action.

ATTACHMENTS: None.

RECOMMENDATION: Authorize the City Manager, or her designee, to execute a 7-year service agreement with D.W. Nicholson Corporation for a total contract amount not to exceed $1,373,265.53, and find that the action is exempt from environmental review under Public Resources Code Section 21065 and the CEQA Guidelines Sections referenced in this report, each of which provides a separate and independent basis for CEQA compliance with respect to this action.
