Executive Summary: The purpose of this report is to initiate the construction of complete streets improvements on Thornton Avenue, Fremont Boulevard and Peralta Boulevard in the Centerville District. The project is part of an ongoing series of investments that are transforming Fremont Boulevard from a historically auto-oriented thoroughfare into a “complete street” that supports safe and convenient mobility by all travel modes. The project is intended to substantially improve facilities for walking, bicycling and transit connection, as well as upgrade pavement conditions and traffic signal coordination in the Centerville District.

BACKGROUND: The Centerville Complete Streets project is located along Thornton Avenue between San Pedro Drive and Fremont Boulevard, Fremont Boulevard between Alder Avenue and Mattos Drive, and Peralta Boulevard between Fremont Boulevard and Sequoia Road. The scope of the project was approved by the City Council on February 8, 2022, following an extensive community engagement process which began in December 2019.

This project will provide enhanced safety and comfort for people walking, bicycling, and connecting with transit in the Centerville Priority Development Area (PDA) and the Centerville Business district. The project also supports multimodal travel along the Fremont Boulevard Transit Priority Corridor. A key element of the project scope is to rehabilitate the poor pavement conditions and replace old traffic signals along streets that were formerly part of local State Route 84. This project will reconstruct the existing intersections with protected intersection features and modify the existing traffic signals to accommodate the new intersection designs. Key project elements consist of new elevated curb returns to encourage slower vehicle turns, raised bike lanes on Fremont Boulevard between Thornton Avenue and Bonde Way, new ADA curb ramps, enhanced intersection safety lighting, a new mid-block crossing at the Artist Walk entryway, new video detection for bicycles, touchless pedestrian push buttons, high visibility crosswalks, and enhanced bikeway connections to existing bike facilities upstream and downstream of the project intersections. The weblink below provides information on the project scope, history, and status.

The project has received federal grant funding for construction by the Department of Transportation (Caltrans) in the amount of $6.51 million, a State Affordable Housing and Council Staff Report (ID # 5303) Meeting of December 17, 2024 Updated: 12/12/2024 8:40 AM by Dina Lewis Page 2
Sustainable Communities (AHSC) grant in the amount of $2.8 million, and an Alameda County Transportation Commission (ACTC) grant in the amount of $2.0 million.

At the April 18, 2023, meeting, City Council approved a Cooperative Funding and Mitigation Agreement with the Fremont Unified School District (FUSD) to include the construction of a new traffic signal at Thornton Avenue and Oak Street, that is required of the Thornton Middle School Conversion Project, in the Centerville Complete Streets project.

Construction is estimated to begin in Spring 2025 with completion scheduled by Fall 2026.

Future projects are planned to complement and complete the multimodal improvements in the Centerville Business District. The Centerville Railroad Safety Improvements will provide railroad crossing and multimodal improvements on Fremont Blvd between Bonde Way and Peralta Boulevard. The Centerville Train Depot Plaza Improvements Project will create a destination and event space for the district and a better interface for the depot and train platforms with roadway multimodal infrastructure. A second phase of the Centerville Complete Streets Project will extend the multimodal improvements on Fremont Boulevard between Peralta Boulevard and Central Avenue. These projects are all in various stages of project development.

DISCUSSION/ANALYSIS: Bids for this project were opened on October 8, 2024. The bidders with their respective bid amounts are shown below. The Engineer’s Estimate for the base bid is $10,260,000.

Bid Results:

Bidder Base Bid Bid Add Alternate Total Bid Amount

1. Redgwick Construction Co. $9,448,042.80 $1,062,803.00 $10,510,845.80

2. Granite Rock Co. $10,018,262.00 $1,030,341.00 $11,048,603.00

3. DeSilva Gates Construction LLC $10,225,225.00 $1,010,545.00 $11,235,770.00

Add Alternate: The City received an acceptable bid for the Add Alternate (scope of work described below) from the lowest responsible bidder, and staff recommends transferring funds from PWC7953 Traffic Improvement Program to this project and including this work in the construction contract. Including this add alternate will allow the intersection improvements to be constructed at Thornton Avenue/San Pedro Drive/Dondero Way.

• Add Alternate – Intersection Improvements at Thornton Avenue/San Pedro Drive/Dondero Way. The work consists of the construction of smaller curb returns to shorten and realign the crosswalks to provide better visibility of pedestrians and bicyclists and minimize vehicular conflict. The work, in general, includes ADA compliant ramps, striping of crosswalks on all legs of the intersection, and modernizing the existing traffic signal. The Engineer’s Estimate is $1,000,000.

The low bidder for this project, Redgwick Construction Co., submitted a responsive bid and all documents are in order. The contractor is a responsible bidder experienced in this type of work and has satisfactorily completed contracts of this nature with the City and other nearby local agencies. Pursuant to the requirements of Section 21080.25 of the Public Resources Code, staff certifies that the entire project will be completed with a skilled and trained workforce and that the contractor Redgwick Construction Co., shall be required to provide sufficient and competent administration, staff, and a skilled and trained workforce Council Staff Report (ID # 5303) Meeting of December 17, 2024 Updated: 12/12/2024 8:40 AM by Dina Lewis Page 3
necessary to perform and timely complete the work in accordance with the contract documents.

Total Funding Available $12,965,000

FISCAL IMPACT: Additional funding is needed to include the intersection improvements at Thornton Avenue/San Pedro Drive/Dondero Way in the construction contract. Traffic Improvement Program funds (PWC7953) have been designated for this project consistent with the Traffic Improvement Program to upgrade and modernize traffic signals.

Staff therefore recommends transferring $700,000 of Fund 514, $50,000 of Fund 515, and $130,000 of Fund 531 from the Traffic Improvement Program (PWC7953). With the recommended additional transfer of funds to the project, there will be sufficient funds available for the estimated project costs.

ENVIRONMENTAL REVIEW: Based on the whole records and each as a separate and independent basis for CEQA compliance, the project is statutorily exempt from CEQA review under Section 21080.25 of the Public Resources Code, as amended, because the project is a sustainable transportation project that implements pedestrian and bicycle facilities (i.e., construction of protected intersection corners, elevated curb returns, raised pedestrian/bicycle corners and green buffered bike lanes), improves pedestrian and bi cycle safety, and improves access for current and potential transit riders. The project is located within public right of way and does not add new infrastructure that increases automobile capacity or require demolition of affordable housing. Furthermore, the City certifies the project will be completed by a skilled and trained workforce pursuant to enforceable contract provisions requiring contractors and subcontractors at every tier to use skilled labor. As a separate and independent basis, the project is exempt under CEQA Guideline Section 15301, Class 1(c), 15301 for “Existing Facilities’ in that it involves operation, repair, maintenance or minor alteration of existing structures and facilities involving negligible or Council Staff Report (ID # 5303) Meeting of December 17, 2024 Updated: 12/12/2024 8:40 AM by Dina Lewis Page 4
no expansion of existing or former use. None of the exceptions to the categorical exemptions outlined in CEQA Guidelines Section 15300.2 applies to the project.

Environmental review for the project was performed under the National Environmental Policy Act (NEPA). A Categorical Exclusion (CE) with technical studies was prepared on July 11, 2022, and recertified on November 16, 2023. The State determined that the project does not individually or cumulatively have a significant impact on the environment as defined by the National Environmental Policy Act (NEPA) and is excluded from the requirements to prepare an Environmental Assessment or Environmental Impact Statement.
