Executive Summary: The purpose of this report is to approve Final Tract Map 8685 and improvement agreements for public and private infrastructure associated with a 62-unit condominium development, commonly known as Veranda, located in City Council District 3.

BACKGROUND: On August 24, 2023, the Planning Commission approved Vesting Tentative Tract Map 8685 for the 2.18-acre property located at 37447 through 37467 Fremont Boulevard in the Centerville Community Plan Area. The developer is KB Home South Bay Inc. The Final Map creates one parcel to allow for a new mixed-use development comprised of 60 residential condominium units, including nine on-site affordable units and eight attached accessory dwelling units, and two ground-floor commercial condominium units.

DISCUSSION/ANALYSIS: The Final Map is in conformance with the Vesting Tentative Map and the developer has complied with all Tentative Map Conditions of Approval. The Final Map and Improvement Plans have been reviewed and are now ready for City Council approval.

The developer has signed the Public Improvement Agreement and has posted performance and labor and material bonds each in the amount of $1,292,000 to guarantee construction of the public improvements (Fremont Boulevard and Maple Street). Public improvements include new curb, gutter, sidewalk, landscaping, pavement repair, utilities including storm drain, water, sanitary sewer, and joint trench, as well as signing and pavement markings along Fremont Boulevard and Maple Street, a new raised bike path along Fremont Boulevard, and other miscellaneous items of work as identified on the approved improvement plans.

The developer has signed the Private Improvement Agreement and has posted performance and labor and material bonds each in the amount of $3,179,000 to guarantee construction of the private and common area improvements (Caraway Common, Verdure Common, Caraway Terrace, Hazel Terrace, and Currant Terrace). Private improvements include the construction of private streets, installation of stormwater facilities, vehicular parking to serve the residents, and other miscellaneous items of work as identified on the approved improvement plans.
