Summary: The purpose of this referral is to request the City Council’s consideration of revisions to the Camping Ordinance that would remove language that has contributed to misinterpretation of the ordinance’s intent and application. This revision would also be intended to affirm and strengthen the City’s positive relationships with nonprofits, faith-based organizations, and other government agencies while enforcing sustainable guidelines for health and safety.
Background: The City of Fremont is committed to compassionate solutions to homelessness, including expanding shelter capacity and wrap-around services, investing in mental health services, and supporting interim and permanent housing initiatives as reflected in the city’s strategic 5-year Homeless Response Plan.
Proposal: Amend the Camping Ordinance to delete Section 8.90.060(b)(1).
This proposal seeks to amend the Camping Ordinance in order to clarify and affirm the City’s commitment: (1) to work in unity with nonprofits, faith-based organizations, other government agencies and the community on care, support and solutions for people who are unhoused, (2) to generally prioritize the allocation of enforcement resources to the locations violate the City of Fremont’s encampment condition guidelines.
Recommendation: Direct City staff to bring back an amendment to the Camping Ordinance as set forth in this referral at the next regularly scheduled City Council meeting.
