Executive Summary: The purpose of this report is to facilitate replacing the aging and substandard existing public restroom at Irvington Community Park.
BACKGROUND: Irvington Community Park, located at 41885 Blacow Road, is set on 12 acres and is home to the Wally Pond Irvington Comunity Center with a sports gymnasium and conference facility, with a large grass field, turf football field, outdoor basketball courts and a playground area for outdoor activities for the community.
The City’s updated Parks and Recreation Master Plan, adopted in 2022, identified existing park restrooms as one of the highest priorities for park facility/amenity investments. The restrooms are beyond their useful life and do not comply with current building codes or the Americans with Disability Act (ADA). The Irvington Community Park restroom is one of the several public restrooms being updated to meet accessibility requirements. The new restroom will have a traditional men’s and women’s restroom, one all-gender restroom, a storage area, and a utility room.
DISCUSSION/ANALYSIS: Bids for this project were opened on February 7, 2025.
The bidders with their respective bid amount are shown below. The Engineer’s Estimate is $800,000.

The initial low bidder, Argos Construction, Inc., requested to withdraw their bid due to clerical errors, shortly after bid opening. After review, the City accepted Argos Construction Inc.’s request and considers their bid non-responsive. The next apparent low bidder, Calstate Construction, Inc., submitted a responsive bid and all documents are in order. The contractor is a responsible bidder experienced in this type of work and has satisfactorily completed contracts of a similar nature with the City and other nearby agencies.

FISCAL IMPACT: The estimated project cost of $1,752,438 will be funded from sources in the adopted Capital Improvement Program FY2023/24-2027/28. The appropriation for the Citywide Park Restroom Replacement Project (PWC9089) has a total current budget amount of $6,800,000 for various restroom projects.
ENVIRONMENTAL REVIEW: The project is categorically exempt from environmental review based on, without limitation, CEQA Guideline Section 15302(c). The replacement of the existing park restroom involves negligible or no expansion of use or capacity, which does not involve significant new environmental effects or changed circumstances.

RECOMMENDATION: Approval of the following actions related to the Irvington Community Park Restroom Replacement Project (PWC9089):
1. Approve Plans and Specifications for the Irvington Park Restroom Replacement project.

2. Accept the Bid and award the construction contract to the lowest responsive and responsible bidder, Calstate Construction, Inc. in the amount of $1,229,777 and allocate a 15% contingency in the amount of $184,467 for a total construction contract amount of $1,414,244 and authorize the City Manager, or her designee, to execute the contract.
3. Find the project is exempt from CEQA review pursuant to CEQA Guideline pertaining to replacement of the park restroom involving negligible or no expansion of capacity.
