Executive Summary: The purpose of this report is to facilitate replacing the aging and substandard public restroom at the Northgate Community Park (“project”).

BACKGROUND: Northgate Community Park, located at 34060 Rowland Drive in the North Fremont area, is set on sixteen acres with a large grass field, sports field, playground, restroom, basketball courts, and a large parking lot.

The City’s updated Parks and Recreation Master Plan, adopted in 2022, identified existing park restrooms as one of the highest priorities for park facility/amenity investments. The restrooms are beyond their useful life and do not comply with current building codes or the Americans with Disability Act (ADA). The Northgate Community Park restroom is one of several public restrooms being updated to meet accessibility requirements. The new restroom will have a traditional men’s and women’s restroom, one all gender restroom, a storage area, and a utility room.

The project scope also includes work identified for the Northgate Closed Roof Arbor project (PWC9060) consisting of a covered outdoor meeting space adjacent to the restroom to expand the indoor/outdoor space for recreational programming and community use. Also included are enhancements to the new restroom storage room to store furnishings to accommodate recreational programming for the community, a concrete patio, ADA compliant walkway connection to existing sidewalks and parking area, and landscape improvements.
