SENIOR HOUSING COORDINATION CONTRACT - Request for Approval to Enter into Contract with Eden Housing Resident Services, Inc., for the City to Provide Senior Service Coordination Services at Senior Housing Facilities in Fremont Contact Persons:
Name: Levon Gibson Arquimides Caldera
Title: Family Services Administrator Human Services Director Div/Dept: Human Services Department Human Services Department Phone: (510) 574-2062 510-574-2056

Executive Summary: Eden Housing Resident Services, Inc. has requested to renew its service agreement with the City of Fremont for the Human Services Department’s Aging and Family Services Division (AFS) to provide a Program Coordinator and related support staff and services to seniors and disabled residents residing at four affordable housing facilities located in Fremont: Cottonwood Senior Housing, Redwood Lodge Apartments, Sequoia Manor, and Pauline Weaver Senior Apartments. Staff recommends that the City Council approve and authorize the City Manager to execute an agreement, in an amount not-to-exceed $197,481, for the calendar year of January 1, 2025, through December 31, 2025. Staff also recommends that the City Council appropriate an additional $5,277 in the Eden Housing Fund (Fund 185) to cover additional anticipated expenditures through the end of FY 2024/25.
BACKGROUND: In 2012, Eden Housing Resident Services, Inc. (Eden), an affiliate of Eden Housing, Inc., contracted with the City for AFS to provide supportive senior services to residents at Cottonwood, one of its senior affordable housing complexes. In 2013, Eden and the City agreed to expand these services to two additional Fremont housing complexes:
Redwood Lodge (for disabled residents) and Sequoia Manor (for seniors). In 2019, Eden requested AFS expand services to include supportive senior services for the newly built Pauline Weaver Senior Apartments located in the Warm Springs area.
DISCUSSION/ANALYSIS: In order for seniors to successfully remain living independently in senior housing complexes, it is best practice to have a senior service coordinator located on-site. AFS staff have extensive experience in providing a variety of senior support services and referrals and can leverage these existing programs for seniors and disabled residents living in Eden housing complexes.
The proposed agreement would primarily support one FTE Program Coordinator, referred to as a Senior Services Coordinator (Coordinator), who has offices at the four complexes. The Coordinator provides information about senior services, including those services provided by AFS. The Coordinator also facilitates community-building activities, such as educational workshops, trainings, discussion groups, and volunteer opportunities, which help to establish peer support systems and develop service coordination plans for all residents who elect to participate in on-site services. The Coordinator works cooperatively with Eden’s on-site property manager(s). The contract also supports a Senior Services Assistant, hired as Public Services Assistant II.
Council Staff Report (ID # 5331) Meeting of March 4, 2025 Updated: 2/25/2025 3:20 PM by Dina Lewis Page 2
FISCAL IMPACT: Under the proposed agreement with Eden Housing, the City would receive sufficient funds to support one FTE Program Coordinator position, a 0.875 FTE Public Service Assistant II, as well as City overhead and program expenses. The contract amount is $197,481 and covers twelve months, commencing January 1, 2025, through December 31, 2025.
In anticipation of this funding and as part of the City’s fiscal year 2024/25 adopted operating budget, the City Council appropriated $186,929 to cover expected costs through June 30, 2025. As the not to exceed amount under the proposed agreement now exceeds this amount, staff estimates a total of $192,206 in expenses in fiscal year 2024/25.
Accordingly, Staff recommends the City Council appropriate an additional $5,277 to the Eden Housing Fund (Fund 185).
ENVIRONMENTAL REVIEW: The proposed action is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5), and it can be seen with certainty that there is no possibility that the action may have a significant effect on the environment as specified in CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
ATTACHMENTS: None.

2. Appropriate an additional $5,277 to the Eden Housing Fund (Fund 185) to cover the expected cost of the services.
