Executive Summary: The service agreement with Classic Graphics for automotive body repair & fabrication services needs to be amended to increase the contract price to meet demand for collision repairs and new vehicle build ups.
BACKGROUND: Bids were solicited for vehicle collision repairs and fabrication services on May 4, 2023, and a contract was awarded to Classic Graphics. On July 11, 2023, the City Council approved the service agreement with Classic Graphics for an annual compensation amount of $200,000, with a total not-to-exceed amount of $800,000 for the term of September 21, 2023, through June 30, 2027.
DISCUSSION/ANALYSIS: Based on past and current trends, year-to-date vehicle damage costs, and parts and labor costs required to build up the new vehicles each year, it is estimated that the annual cost for these services will be $350,000.
There has been an increase in the number of new vehicles utilizing Classic Graphics for their initial buildups of utility style bodies and lighting. Vehicle collisions are unpredictable and fluctuate from year to year. Still, there has been a significant increase in the costs for collision repairs over the past few years. Staff anticipate that annual compensation will outpace the original $200,000 annually and recommends increasing the annual amount to $350,000 for Fiscal Years 2024/25, 2025/26, and 2026/27, for a total not-to-exceed amount of $1,250,000.
FISCAL IMPACT: There is sufficient funding in the Maintenance Operations Department’s General Fund (Fund 001) budget to cover the cost of the collision repair, and in the Vehicle Replacement Fund (Fund 610) budget to cover the cost of vehicle build ups.
ENVIRONMENTAL REVIEW: The actions recommended in this report are not projects subject to review under the California Environmental Quality Act (CEQA) per CEQA Guideline section 15378 as they are maintenance and/or administrative activities of government. The action is exempt from CEQA under section 15061(b)(3), as it can be seen with certainty that there will be no possibility that the activity may have a significant effect on the environment.
