Executive Summary: In January 2025, the City’s Human Services Department, in partnership with City of Union City, was awarded a two-year grant from Alameda County Probation Department (ACPD) to provide Positive Youth Development (PYD) programs in the amount of $726,095. These PYD programs will provide services for at-promise (at-risk) youth who are on formal Probation, youth being diverted from the Juvenile Justice System, as well as the parents of these youth. The services include: 1) life skills and support services, including financial coaching through the Family Resource Center Division, 2) parenting classes through the Youth and Family Services Division, and 3) anger management and gender responsive services, through Union City’s Community/Recreation Services (CRS) Department.

The purpose of this report is to recommend that the City Council approve and authorize the City Manager, or designee, to:

1. Execute a $726,095 agreement with ACPD to provide Positive Youth Development services from July 1, 2025, through June 30, 2027, including $355,928 in FY 2025/26 and $370,167 in FY 2026/27.

2. Execute a $437,190 subcontractor agreement with the City of Union City for it to provide Positive Youth Development services, from July 1, 2025, through June 30, 2027, including $214,309 for FY 2025/26 and $222,881 for FY 2026/27.

BACKGROUND: For many years, ACPD has contracted with the City’s Human Services Department (HSD) Youth and Family Services (YFS) and Family Resource Center (FRC) Divisions to provide counseling, case management and truancy intervention services under a Youth Service Center (YSC), formerly known as the Delinquency Prevention Network (DPN), to youth and their families involved in the Juvenile Justice system.

ACPD has also contracted with the YFS Division since 2019, to provide Juvenile Justice Crime Prevention Act (JJCPA) funded services, including Trauma Focused Cognitive Behavioral (TF-CBT) Groups and Parenting Classes, for at-promise (at-risk) youth who are on formal Probation and under Community Supervision and the parents of these youth. Due Council Staff Report (ID # 5404) Meeting of May 20, 2025 Updated: 5/15/2025 11:16 AM by Dina Lewis Page 2
to the broad scope of JJCPA funded services, the higher-level needs of youth in this specialized program, and the large service area, the City has partnered with Union City’s Community and Recreation Services (CRS) Department, as well as non-profit agencies, to deliver the services in the South County service area. The JJCPA program will sunset at the end of FY 2024/25.

In January 2025, HSD, in partnership with Union City’s CRS Department, successfully responded to an ACPD Request for Proposal for Positive Youth Development (PYD) services.

These services include Life Skills (financial coaching) services, Parenting Classes, Anger Management Groups, and Gender Responsive Services. ACPD awarded HSD a two-year grant in the amount of $726,095, for the period of July 1, 2025, through June 30, 2027,

DISCUSSION/ANALYSIS: The goal of the PYD programming is to supplement the YSC contracted services, and help youth successfully complete Probation requirements, gain life skills, reduce symptomatic behaviors, improve social relationships and prevent youth recidivism. Most youth in ACPD’s PYD program have experienced traumatic events and, as a result, have negative symptomatic behaviors that contribute to their social, emotional and educational instability. The parents of these young people have also faced many challenges and need significant support.

The PYD contract builds on existing services that HSD currently provides, including financial coaching through the FRC Division, and Parenting Classes through the YFS Division. The City will subcontract with Union City to provide Anger Management Groups and Gender Responsive services. Current staff have the capacity to coordinate and provide the other services. The County does not require the City to commit to sustaining the PYD programming beyond the funding term.

FISCAL IMPACT: There will be no impact to the General Fund. As part of the FY 2025/26 Proposed Operating Budget, HSD budgeted $355,928 in the ACPD Probation PYD account of Alameda County Probation Youth Diversion Fund (Fund 133). Auditing and accounting requirements are identical to the City’s current Alameda County contracts.

ENVIRONMENTAL REVIEW: This action is not a project subject to California Environmental Quality Act (CEQA) review pursuant to, without limitation, CEQA Guidelines Section 15378 as it is an administrative governmental activity that will not result in direct or indirect physical change in the environment.

ATTACHMENTS: None.

RECOMMENDATIONS:

1. Authorize the City Manager, or designee, to execute an agreement with ACPD to provide Positive Youth Development programs for a two-year period from July 1, 2025, through June 30, 2027, in an amount not to exceed $726,095, including $355,928 in FY 2025/26 and $370,167 in FY 2026/27.

2. Authorize the City Manager, or designee, to execute a subcontractor agreement with the City of Union City, for a two-year period from July 1, 2025, through June 30, 2027, in an amount not to exceed $437,190, including $214,309 for FY 2025/26 and $222,881 for FY 2026/27.
