Executive Summary: In 2024, Alameda County Social Services Agency (ACSSA) and the County’s Child Abuse Prevention Task Force issued a Request for Proposals to address high rates of suspected child maltreatment referred to Child Protective Services (CPS).
ACSSA has awarded the Human Services Department (HSD), Youth and Family Services Division (YFS) a two-year Child Abuse, Prevention, Intervention and Treatment (CAPIT) grant, for a total of $166,000, to provide culturally and linguistically responsive parenting classes to parents and families for the period of July 1, 2025, through June 30, 2027. The City’s FY 2025/26 Proposed Operating Budget includes $83,000 in first year CAPIT funding.
The purpose of this report is to recommend that the City Council authorize the City Manager, or designee, to execute a two-year agreement with ACSSA for $166,000.
BACKGROUND: HSD has been entrusted by Alameda County Behavioral Health (ACBH) and ACSSA to provide high quality behavioral health and case management services to vulnerable residents living in Fremont and the Tri-City area for many years. For over 20 years, Alameda County has contracted with HSD’s YFS Division to provide specialty early childhood mental health services for children 0-8 years old and their parents. These services include parent consultation, peer support services (Family Partner) and linkage to social support services.
In 2023, ACSSA’s Child Protective Services (CPS) received 11,145 reports of suspected child abuse and neglect and identified Fremont as one of the top five cities in Alameda County with the largest percentage (7.6%) of investigated referrals of child maltreatment.
In July 2024, HSD’s YFS Division responded to a request for a proposal from ACSSA’s Child Abuse Prevention Task Force to provide primary prevention and early intervention services, in the form of multi-lingual (English, Spanish, Farsi/Dari) parenting classes, which are in cultural and linguistic alignment with many of the families and children we currently serve, with the goal of reducing the likelihood of families becoming involved in the child welfare system.
Council Staff Report (ID # 5416) Meeting of May 20, 2025 Updated: 5/15/2025 11:28 AM by Dina Lewis B Page 2
In September 2024, ACSSA awarded YFS a two-year Child Abuse, Prevention, Intervention and Treatment (CAPIT) grant, with a cumulative total of $166,00 or $83,000 for each year of the award period of July 1, 2025, through June 30, 2027.
DISCUSSION/ANALYSIS: The grant will allow HSD to respond proactively to the higher rates of referrals for investigation to CPS in Fremont and provide important adjunct early intervention and prevention services for parents that are critical to support healthy child and family development and prevent families from becoming involved in the child welfare system. HSD and YFS are well qualified to meet this need. The proposed program for the grant funds uses existing early childhood mental health staff to teach a culturally and linguistically responsive, evidence-based parenting curriculum. The program will not create new services but instead augment existing family support and parenting education services provided by staff at YFS. Current YFS staff have the capacity and experience to coordinate and provide the services.
FISCAL IMPACT: There will be no impact to the General Fund. As part of the FY 2024/25 Proposed Operating Budget, $83,000 has been budgeted for the first year of the program in the YFS CAPIT-SSA account of the Area Agency on Aging AFS Fund (Fund 173).
ENVIRONMENTAL REVIEW: The proposed action is exempt from and not subject to review under the California Environmental Quality Act (CEQA) because, without limitation, it is not a “project” as defined in CEQA Guidelines Section 15378(b)(2) and/or 15378(b)(5), and it has no possibility of a significant effect on the environment, as specified in CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.
ATTACHMENTS: None.
RECOMMENDATIONS: Authorize the City Manager, or designee, to execute a two-year agreement with ACSSA for $166,000 for the City to provide CAPIT services for the period of July 1, 2025 through June 30, 2027.
