Executive Summary: City staff recommends amending the agreement with Stommel, Inc., DBA Lehr for servicing the City’s fleet, to increase the contract amount by $750,000 to meet service demands, bringing the new total compensation to $1,950,000.

BACKGROUND: On May 4, 2023, the City solicited bids for build-up and emergency lighting for replacement vehicles. On July 11, 2023, the City Council approved the service agreement with Lehr for an annual compensation amount of $300,000 for four years for a total not-to-exceed amount of $1,200,000 from September 15, 2023 through June 30, 2027.

DISCUSSION/ANALYSIS: Based on the current inventory and planned replacement of public safety vehicles that require emergency lighting, equipment installation, along with associated parts and labor cost, the estimated annual cost for these services is expected to increase.

Staff anticipates that annual compensation will outpace the original $300,000 and recommends increasing the annual amount to $550,000 for the remaining Fiscal Years 2024/25, 2025/26, and 2026/27 for a total contract not-to-exceed amount of $1,950,000.

FISCAL IMPACT: There is sufficient funding in the Maintenance Operations Department’s General Fund (Fund 001) budget to cover the cost of the purchase of vehicle accessories and Vehicle Replacement Fund (Fund 610) budget to cover vehicle build ups.

ENVIRONMENTAL REVIEW: The action recommended in this report is not a project subject to review under the California Environmental Quality Act (CEQA) per CEQA Guideline Section 15378 as they are maintenance and/or administrative activities of government. The action is exempt from CEQA under section 15061(b)(3), as it can be seen with certainty that there will be no possibility that the activity may have a significant effect on the environment.

ATTACHMENTS: None.
