Executive Summary: The purpose of this item is to recommend the City Council amend the City of Fremont Master Fee schedule for Human Service as follows:

1. Update room rental fees for Age Well Centers at Lake Elizabeth and South Fremont in Section V.B.2 (Facility Rental Schedules, SPECIAL CONDITIONS);

2. Add room rental fees for Wing C of the Age Well Center at Lake Elizabeth; and

3. Add annual fee increases statement not to exceed CPI-U, San Francisco Bay Area in Section V.B.2 (Age Well Centers Facility Rental Schedule, SPECIAL CONDITIONS) and Section V.F.2 (Fremont Resource Center Facility Rental Schedule, SPECIAL CONDITIONS).

BACKGROUND:

On November 11, 2021, the City Council adopted Resolution No. 2021-72, updating the Master Fee Schedule for user and room rental fees for the Human Services Department, Aging and Family Services Division’s Age Well Centers. Since that time, room rental fees have not been adjusted, despite the City’s rising operational costs. To ensure financial sustainability and continued high-quality service delivery, it is necessary to establish a consistent and equitable mechanism for periodic fee adjustments. Comparable City rental facilities (i.e. community centers) already have such a mechanism in place. Additionally, the Age Well Center at Lake Elizabeth recently converted an underutilized common room (Wing C) into a dedicated rental space, expanding opportunities for community use.

The City owns two buildings located at 39155 Liberty Street that house the Fremont Family Resource Center (FRC), and leases space to 24 non-profit, City, County and State programs.

As part of its financial sustainability model, the City also rents FRC conference rooms for public and private events. On February 26, 2024, the City Council adopted Resolution No. 2024-02, updating Master Fee Schedule user fees for FRC conference rooms.

DISCUSSION/ANALYSIS:

Age Well Centers: As part of its financial sustainability model, the Human Services Department rents Age Well Center rooms for public and private events. Staff is recommending the City update the rental fees for rooms at the Age Well Centers at Lake Elizabeth and South Fremont by 2.4%. This adjustment is based on the Consumer Price Council Staff Report (ID # 5421) Meeting of May 20, 2025 Updated: 5/16/2025 11:25 AM by Dina Lewis B Page 2

Annual CPI-U Increases: To ensure that the City’s Age Well Centers and Family Resource Center rental rates remain aligned with the actual cost of service delivery, it is essential to incorporate a mechanism for annual rate adjustments based on the most recently published Consumer Price Index for All Urban Consumers (CPI-U), San Francisco Bay Area index.

To allow for such annual fee adjustments, staff recommends including the following language in the Master Fee Schedule for Human Services: “Annual CPI-U Increases: On an annual basis, the Director of Human Services may authorize fee increases to address changes in the cost of services in an amount not to exceed the most recently published Consumer Price Index for All Urban Consumers (CPI-U), San Francisco Bay Area index for the Master Fee Schedule. Annual rate changes, if any, are published on the City’s website at www.fremont.gov and become effective on July 1.”

The proposed language provides a clear and transparent framework for annual rental rate changes, which will be published on the City’s website and take effect each July 1. This approach ensures that rental fees remain fair, sustainable, and responsive to economic conditions while continuing to support the needs of the community. This language also aligns the current Master Fee Schedule for the Age Well Centers and FRC with other City departments with similar rental structures.

Environmental Impact: The proposed project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to, without limitation, CEQA Guidelines Section 15378(b) (2), (4) and/or (5), and/or per CEQA Guidelines Section 15061(b)(3), in that it is an administrative or governmental funding mechanism or fiscal activity that does not involve a commitment to any specific project, and in that it is not a project which has the potential to cause a significant effect on the environment. Each of the foregoing provides a separate and independent basis for CEQA exemption.
