Executive Summary: The purpose of this report is to facilitate the development of three transportation projects using funding grants recently approved by Alameda County Transportation Commission (Alameda CTC).

BACKGROUND: In November 2014, Alameda County voters approved Measure BB to increase multi-modal transportation investment Countywide. The program is administered by Alameda CTC. On May 22, 2025, Alameda CTC approved the allocation of Measure BB funding for their 2026 Capital Investment Program (CIP), including the following three City of Fremont projects: Fremont Boulevard Multi-Modal Corridor (Downtown to Irvington) (PWC9100B) in the amount of $2,000,000 for construction; S. Grimmer Boulevard/ Warm Springs Boulevard/ Osgood Road Intersection Improvements (PWC9120) in the amount of $2,000,000 for construction; and Centerville Railroad Safety Improvements (PWC9071) in the amount of $1,520,000 for final design. Execution of Project Funding Agreements with Alameda CTC is required to complete the applicable phases of these projects.

DISCUSSION/ANALYSIS: The scope of work for the three Fremont projects approved by Alameda CTC for Measure BB funding are described below:

1. Fremont Boulevard Multi-Modal Corridor (Downtown to Irvington) Project:

This project, identified as a top priority in Fremont’s Active Transportation Plan, will construct separated bikeways along both sides of Fremont Boulevard from Country Drive to Eugene Street. The proposed project will also add safety enhancements and upgraded traffic signals at the Fremont Boulevard intersections with Beacon Avenue, Sundale Drive, and Bidwell Drive. Other elements of the project scope include the repair of damaged pavement and sidewalks, landscaping improvements, and improved bus stops. The project has previously received grant funding in the amounts of: $3,000,000 from Safe Routes to BART; $372,000 from Transportation for Clean Air (TFCA); $40,000 in Federal Earmark funds; and $4,098,000 in Housing Incentive Pool (HIP) funds approved by the Metropolitan Transportation Commission Council Staff Report (ID # 5503) Meeting of July 15, 2025 Updated: 7/11/2025 10:58 AM by Dina Lewis Page 2
(MTC), for a total of $7,510,000. The Alameda CTC funds along with the City’s grant matching funds will close the funding gap for construction costs.

2. S. Grimmer Boulevard/Warm Springs Boulevard/Osgood Road Intersection Improvement Project: This intersection is part of the regional East Bay Greenway trail corridor in the Warm Springs area and is part of a Safe Routes to School path that connects the new Metro Crossing development to Lila Bringhurst Elementary School. The project will construct safety enhancements at the intersection of Warm Springs Boulevard/Osgood Road and S. Grimmer Boulevard, consisting of modified curb returns that shorten pedestrian crosswalks and provide an elevated shared space for cyclists and pedestrians at each corner. Bikeways in the southbound and northbound directions will be ramped up from buffered bicycle lanes. In the westbound direction, pedestrians will be connected to a new sidewalk and bicyclists will connect to the on-street two-way cycle track being constructed by the nearby Toll Brothers Metro Crossing development project.

3. Centerville Railroad Safety Improvements Project: The Project will design safety improvements at eight at-grade railroad crossings in the Centerville area at Blacow Road., Dusterberry Way, Maple Avenue, Fremont Boulevard, Shinn Street, Clarke Drive, Bunting Lane, and at the UPRR junction in support of a future railroad quiet zone corridor. Following completion of the final design plans, the City will have the opportunity to seek construction funding for the various railroad crossing improvements from grant sources.

It is noted that as part of the funding source, the Grimmer/ Warm Springs/ Osgood Intersection and the Centerville Railroad Safety projects will each include a City appropriation of $25,000 in State gas tax funds to enable using project delivery streamlining mechanisms for projects with multiple funding sources. Additional funds will also be included for staff management costs that are not eligible for funding from grant sources.

FISCAL IMPACT: Approval of the project funding agreements with Alameda CTC will allow the City to receive approximately $5,520,000 for the projects listed above, and with a local match commitment of approximately $1,336,000. In addition, at this time, staff recommends transferring funds to support project grant match requirements by reallocating a total of $50,000 of Fund 134 (State Senate Bill 1) from the Pavement Rehabilitation Project (PWC8234) and reallocating a total of $150,000 of Fund 136 (State Gas Tax) from the Regional Projects Funding Match Program (PWC9041). The funding sources for the remaining local match funds required for the Grimmer/Warm Springs/Osgood Road Intersection and Centerville Railroad Safety projects will be identified at the time of approval of future construction contracts or professional service agreements.

ENVIRONMENTAL REVIEW: Execution of Measure BB Project Funding Agreements is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15061(b)(3) and 15378(b) as it can be seen with certainty that implementation of the agreements are not activities that have the potential for causing a significant effect on the environment. The projects associated with these funding agreements will undergo environmental review in compliance with CEQA.

1. Authorize the City Manager, or designee, to execute Project Funding Agreements and prepare any other documents required to implement said agreements with Alameda CTC for the S. Grimmer Boulevard/Warm Springs Boulevard/Osgood Road Intersection Improvements (PWC9120), Centerville Railroad Safety Improvements (PWC9071) and Fremont Boulevard Multi-Modal Improvements (PWC9100B) Projects.

2. Accept grant funds in the amount of $2,000,000 and appropriate the funds to PWC9100-504 for the Fremont Boulevard Multi-Modal Improvements Project.

3. Accept grant funds in the amount of $2,000,000 and appropriate the funds to PWC9120-504 for the S. Grimmer/Warm Springs Boulevard/Osgood Road Intersection Improvements.

4. Accept grant funds in the amount of $1,520,000 and appropriate the funds to PWC9071-504 for the Centerville Railroad Safety Improvements.

5. Reallocate $25,000 from PWC8234-134 (SB1-Pavement Rehabilitation) to PWC9120-134 and reallocate $100,000 from PWC9041-136 (Regional Projects Funding Match) to PWC9120-136 for the S. Grimmer Boulevard/Warm Springs Boulevard/Osgood Road Intersection Improvements.

7. Find that the actions are exempt from environmental review as a separate and independent base for CEQA compliance, under CEQA Guidelines, Section 15378 (administrative and funding activity not a “project” under CEQA) and Section 15061 (no possibility the activity may have significant effect on the environment).
