JANITORIAL SUPPLIES - Approval of a Multi-Year Purchase Order with Waxie Sanitary Supply for Janitorial Supplies in an Amount Not-to-Exceed $200,000 Annually

Executive Summary: The purpose of this report is to facilitate the purchase of janitorial supplies needed to support the operations of City of Fremont (“City”) building facilities.
BACKGROUND: The City routinely contracts with a vendor to provide janitorial supplies that consist of paper products, waste bags, and personal care products, such as hand soap.
The City’s current contract is with Waxie Sanitary Supply. The contract is near the end of a maximum five-year term and is set to expire on September 30, 2025.
DISCUSSION/ANALYSIS: The City participates as part of a cooperative purchasing organization through OMNIA Partners for public sector procurement allowing the City to receive unit cost savings through controlled pricing and group purchasing. As a partnering agency, the Region 14 Education Service Center (ESC) recently completed a competitive bidding process for janitorial supplies and awarded a new cooperative contract to Waxie Sanitary Supply, valid through May 31, 2029. Staff recommends utilizing the cooperative purchasing process to select Waxie Sanitary Supply to provide continued services for Fremont.
Staff anticipates that $200,000 annually provides sufficient funding to cover quantities of consumable janitorial supplies needed, incremental cost increases of products for the course of the four-year term, and additional City facilities coming on-line during this period. It is noted that the Police Department facilities and Library facilities are not included in this agreement, as they arrange for their supplies separately.
FISCAL IMPACT: The amount of the Purchase Order is $200,000 annually, with a not-to-exceed amount of $800,000 for the four years. There is sufficient funding in the Maintenance Operations General Fund (Fund 001) budget to cover this cost.
ENVIRONMENTAL REVIEW: This action is not a project as defined by Pub. Res. Code Section 21065 and is categorically exempt under Section 15061(b)(3) of the California Environmental Quality Act (CEQA) in that it is not a project that has the potential for causing a significant effect on the environment.

RECOMMENDATION: Authorize the City Manager, or designee, to execute a Purchase Order with Waxie Sanitary Supply for janitorial supplies in an amount not-to-exceed $200,000 annually through May 31, 2029.
