Executive Summary: In response to Fremont Unified School District’s (FUSD) Request for Proposal (RFP No. 466-01-24-25) seeking qualified providers for middle school after school programming, the City of Fremont, Community Services Department, submitted a proposal to operate the After School Academy program at five middle school sites: Walters, Thornton, Centerville, Hopkins, and Horner.
Following a competitive bid process, the City of Fremont was selected as the recommended provider. The After School Academy program will support the District’s Expanded Learning Opportunities Program (ELO-P) requirements by offering high-quality, after school enrichment for eligible middle school students, aligned with State priorities and local needs.
Staff recommends the City Council authorize the City Manager, or her designee, to enter into an agreement with Fremont Unified School District to implement the After School Academy program at the five identified middle school sites for the 2025-2026 school year.
BACKGROUND: The After School Academy (ASA) Program has long been a collaborative effort between the City of Fremont and the Fremont Unified School District (FUSD) to provide safe, inclusive, and enriching after school experiences for Fremont students at three elementary sites (Brier, Cabrillo and Grimmer). In 2024, FUSD issued RFP No. 466-01-24-25 seeking qualified providers to expand after school services to five middle school sites as part of the District’s Expanded Learning Opportunities Program (ELO-P). The City of Fremont, Community Services Department, responded to this RFP with a comprehensive proposal, building on years of successful partnership and alignment with FUSD’s goals.
The ASA Program is designed to support academic achievement, life skills development, enrichment, and social-emotional growth during out-of-school time. The City currently operates ASA at multiple elementary sites and was selected to expand its services to Walters, Thornton, Centerville, Hopkins, and Horner Middle Schools beginning in the 2025-2026 school year.
Council Staff Report (ID # 5513) Meeting of September 9, 2025 Updated: 9/4/2025 9:35 AM by Dina Lewis A Page 2
DISCUSSION/ANALYSIS: The ASA Program expansion to middle schools reflects a deepened commitment by the City of Fremont and FUSD to ensure that all students, up to eighth grade, have access to quality after school care. The City’s proposal includes structured programming aligned with ELO-P priorities, including:
• Academic support and homework help.
• Enrichment activities such as STEM, arts, leadership development, and career exploration.
• Life skills training, including conflict resolution and communication. • Physical and mental wellness components, including recreational sports and mindfulness.
• Family engagement, including events, workshops, and regular communication.
Programs will operate Monday through Friday from school dismissal to 6:00 PM, with enhanced offerings during school breaks via the City’s Recreation Enrichment Program.
The City will maintain a 1:20 staff-to-student ratio, and all staff will meet qualifications, including CPR/First Aid certification, background checks, and ongoing professional development in youth development, equity, and inclusion.
FUSD will provide the facilities, janitorial services, and student nutrition through its existing infrastructure, while the City will manage staffing, programming, and administration. As a municipal government, the City of Fremont is license-exempt and commits to operating all programs as if licensed, following Community Care Licensing standards for safety and compliance.
FISCAL IMPACT: Under this proposed agreement, Fremont Unified School District will reimburse the City $880,973.50 for the 2025/26 school year Middle School After School Program at five sites for initial staffing for up to 40 students at a ratio of one staff member to 20 students. Funding will provide approximately $176,194.70 annually per location. This amount includes:
• Full-Time Staffing: $173,930 to pay for one existing Recreation Supervisor I overseeing all five sites.
• Admin Costs: $100,492 covering annual admin wages and 1st year set-up costs. • Per Site Costs: $74,310.30 for part-time staffing (First 40 Students), $22,000 for supplies (First 20 students), and $25,000 for contractors per site. • Additional Students Above minimums per Site: Approximately $19,000 per staff for every 20 students above the minimum of 40, and $350 per additional student for supplies above the minimum of 20.
The program is designed to be cost-neutral to the City, with operational costs fully reimbursed by FUSD through its ELO-P budget. Students who qualify for ELO-P funding will attend at no cost; others may be charged a program fee based on cost to run the program.
ENVIRONMENTAL REVIEW: The proposed agreement amendment is not subject to the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment.
Where it can be seen with certainty that there is no possibility that the activity in question Council Staff Report (ID # 5513) Meeting of September 9, 2025 Updated: 9/4/2025 9:35 AM by Dina Lewis A Page 3
may have a significant effect on the environment, the activity is not subject to CEQA.
Providing after-school services to children in existing facilities will clearly not have a significant effect on the environment and, thus, CEQA does not apply, and no further environmental review is necessary.
