Executive Summary: In April 2025, the City of Fremont (City) released a Request for Proposals (RFP) for security services at the Fremont Family Resource Center (FRC). Condor Security of America (Condor) submitted a proposal through the RFP process, and City staff recommends the City Council approve and authorize the City Manager to enter into an agreement with Condor effective October 1, 2025, through June 30, 2030, for security guard services in an amount not-to-exceed $589,614. Funding for the first year of this agreement was appropriated as part of the FY 2025/26 Adopted Operating Budget.
BACKGROUND: Since 2000, the FRC has contracted for security services to ensure the safety of the clients and staff of its more than 20 agencies. Condor has been providing security services to the FRC since 2020.
In April 2025, the City released an RFP for security services at the Fremont Family Resource Center. As initially recommended by City staff, the City Council authorized an agreement with American Global Security on June 17, 2025. However, City staff subsequently determined that it was in the best interests of the FRC, as well its clients and staff, to maintain continuity in the provision of security services and terminated the agreement with American Global Security. Accordingly, City staff recommends the City enter into an agreement with Condor Security of America to provide security services for the FRC through June 30, 2030, a term of 4 years and 9 months.
DISCUSSION/ANALYSIS: Condor was founded in 1980 and has served under the same leadership since 2011. Condor has significant experience in providing security guard services in social service settings such as the FRC, housing authorities, and social service agencies. Condor’s key personnel have an average of 15 to 30 years in the security guard industry, and its office is in the Tri-City area.
The proposed agreement with Condor for security guard services includes 50 hours of weekly on-site security: Monday through Thursday from 8:30 a.m. to 7:30 p.m.; Friday from 7:30 a.m. to 6:30 p.m.; and 9 hours of patrol services during weekday nights, early mornings, weekends, and holidays.
FISCAL IMPACT: The recommended action has no impact on the General Fund. Costs for the proposed agreement are covered in the Family Resource Center Fund (Fund 108) Council Staff Report (ID # 5518) Meeting of September 16, 2025 Updated: 9/11/2025 8:36 AM by Dina Lewis Page 2
through tenant lease payments. In anticipation of this agreement, sufficient funding was appropriated in Fund 108 as part of the FY 2025/26 Adopted Operating Budget.

FY 2028/29 127,343

ENVIRONMENTAL REVIEW: The proposed action is exempt from review under the California Environmental Quality Act because, without limitation, it is not a “project” as defined in CEQA Guidelines Sections 15378(b)(2), 15378(b)(4), and/or 15378(b)(5), and because it can be seen with certainty that there is no possibility that the action may have a significant effect on the environment as specified in CEQA Guidelines Section 15061(b)(3), each as a separate and independent basis for CEQA compliance.

RECOMMENDATION: Authorize the City Manager, or designee, to enter into an agreement with Condor Security of America to provide security services for the FRC, effective October 1, 2025, through June 30, 2030, in an amount not-to-exceed $589,614.
