Executive Summary: At the City Council’s direction, a Work Session was conducted on July 10, 2025, to review best practices used by other California cities to successfully enhance their local funding and revenue measure options. Subsequently, the City contracted with long-time strategic and survey professional partners the Lew Edwards Group and FM3 Research to conduct a baseline survey regarding the viability of a potential local funding measure and provide insight into additional community engagement needs, if any.
A statistically valid survey was conducted in August of 2025 to:
• assess voter awareness of City services and financial condition; • identify top community priorities and concerns; and
• evaluate voter interest in a local ballot measure to address these concerns.
An overview of key survey findings will be presented to the City Council by FM3 Research.
FISCALIMPACT: Sufficient appropriations are available in the FY 2025/26 General Fund operating budget to conduct additional community engagement.
ENVIRONMENTAL REVIEW: N/A.
RECOMMENDATION: Receive the baseline survey results presentation and authorize the City Manager to continue additional community engagement to assess top funding priorities, including conducting a second survey in the summer of 2026.
