Executive Summary: The purpose of this report is to facilitate the replacement of an aging hot water boiler system at the Development Services Center building.

BACKGROUND: The Development Services Center building, located at 39550 Liberty Street, is an approximately 71,000 square feet, two-story building constructed in 1983. The building is used by the departments of Community Development, Community Services (Parks Planning and Design), and Public Works Engineering. The Permit Center is also located at the Development Center.

The existing hot water boiler system at the Development Center has reached the end of its life cycle, has broken down many times in the past few years, and repairs have been difficult to accomplish due to the limited availability of replacement parts.

Construction is anticipated to start in October 2025 with completion anticipated by December 2025.

DISCUSSION/ANALYSIS: Bids for this project were opened on August 28, 2025. The bidders with their respective bid amount are shown below. The Engineer’s estimate is $250,000.

Bidder Bid Amount
Marina Mechanical Services $ 218,300

Environmental Systems Inc. $ 234,000
ACCO Engineered Systems, Inc. $ 259,700

The low bidder, Marina Mechanical Services, submitted a responsive bid and all documents are in order. The contractor is a responsible bidder experienced in this type of work and has satisfactorily completed contracts of similar nature with other nearby agencies.
